(This meeting was recorded and will be retained at City Hall for a period of six years from the date of the meeting.) ROLL CALL Councilmembers Present: Councilmember Carson, Councilmember Mikow, Councilmember Nash, Councilmember Hendricks, Councilmembers Frack, Mayor Pro Tern Lacy. Mayor Collings and Councilmember Aiken excused. Staff Present: Virginia Oestreich, Dana Barnard, Nick Wiltz, Stuart Campbell, Randy Harrison, Bruce Nash, Chuck Zimmerman. PLEDGE OF ALLEGIANCE MAYOR'S REPORT City Clerk/Treasurer Oestreich reported on the following items in Mayor Collings absence: Dana Barnard, Deputy City Clerk, had been awarded a partial scholarship from North Central Washington Clerk/Treasurers Association toward the continuation of her certification at the University of Washington. Quest for Economic Development was waiting for a Council decision regarding support funding toward an economic forecast for the valley. Council asked for Mr. Halstrom, from Quest, to make a presentation at a future meeting. The officers in the union had voted to accept the contract with the city. Legal Counsel Zimmerman said the offer by the city had been accepted. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Mikow to ratify the contract and authorize the Mayor to sign the union agreement. The motion carried, 6-0. DEPARTMENT REPORTS Community Development Community Development Director Campbell gave Council an update on the Comprehensive Plan. He said the Citizens Advisory Committee had been working with the Planning Commission to complete the draft plan. Douglas County had several questions about the plan and Mr. Campbell said they were being reviewed. He added the plan should be to Council for review by late October. He said the resolution would allow the people to vote if they want a name change Councilmember Hendricks said he had no regrets regarding the issue being brought forward; it has brought some good laughs and comments. However, he would not support the issue being placed on the ballot. Councilmember Mikow said there had been several letters of opposition; not enough support for the change, and although it was a good idea for our own identity he felt the issue should be dropped. Councilmember Carson said there had been a lot of opposition and lack of support for the name change; therefore, he would like to drop the issue. ' Councilmember Nash said the name change had been an issue for many years and she would like to give the citizens an opportunity to decide if the name should be changed by allowing them to vote on the issue. She said she would like the name changed to Eastmont. Councilmember Frack said when he brought the issue forward he expected support for it However, he added, since there had been very little support for it he would like to drop the issue. Council Action: A motion was made by Councilmember Frack, second by Councilmember Hendricks table indefinitely the resolution regarding a name change. The motion carried, 5-1. (Nash) Councilmember Frack extended an invitation to those who would like the name of East Wenatchee changed, to submit a petition or bring people to a Council meeting for a public hearing. ORDINANCE 97-07-05 First reading of an ordinance levying three special taxes on lodging Council Action: A motion was made by Councilmember Mikow, second by Councilmember Frack to elevate the ordinance levying three special taxes on lodging to second reading. The motion carried, 4-2. (Nash, Hendricks) Councilmember Carson said the people impacted most are in favor of the additional tax; however positive things could be the result.
