REGULAR SESSION OF THE CITY COUNCIL CONVENED

DECEMBER 21, 1998

ROLL CALL
Councilmembers Present: Councilmember Stanton, Councilmember Carson, Councilmember Aiken,
Councilmember Nash, Councilmember Hendricks, Mayor Lacy.
Council Action: A motion was made by Councilmember Nash, second by Councilmember Aiken to
excuse Councilmember Buckner and Councilmember Mikow from this meeting. The motion carried, 5-0.
Staff Present: Harry Staven, Dana Barnard, Linda Countryman, Bob Goodman, Randy Harrison, Nick
Wiltz, Lori Barnett, Bruce Nash, Christy Patterson, Chuck Zimmerman.
PLEDGE OF ALLEGIANCE
PRESENTATION
' Wenatchee Valley Visitor and Convention Bureau Executive Director Clint Hyde gave a report on the
Bureau's 1999 Marketing Plan. Mr. Hyde said sixty thousand brochures will be sent throughout
Washington State. The brochures will include information on Ridge to River, Mission Ridge and a tourist
magazine available for sale.
MAYOR'S REPORT
Mayor Lacy said he had received a resignation letter from Vicki Harlen, a member of the Tourism
Advisory Committee. He added the name of an interested party was given to him, he said he will contact
her to verify her interest in being appointed to the position.
Mayor Lacy said the events he has attended include: the Christmas Tree Lighting, Christmas Tea at
Highline Convalescent Center and the Parade of Lights. He added he was pleased with the participation
of the City of East Wenatchee's float entry in the parade.
Mayor Lacy said his plans for 1999 include: forming a Hispanic Advisory Committee and implementing
an Employee Education and expense policy.
Mayor Lacy commended City Administrator Staven on his participation in community events and
interaction with people in the community.
DEPARTMENT REPORTS
City Administrator Staven said an inventory of computer hardware and software and the Year 2000
compliance testing has been completed and the City is ready to start the process of purchasing
computers.

AGREEMENT
98-12-08 Authorizing the Mayor to sign an easement agreement and construction agreement with
Fred Meyer
Community Development Director Barnett said the easement of one hundred feet will be reduced so the
developer can build closer to the highway. By giving up the easement the developer must install the
storm drainage to the City's specifications.
Council Action: A motion was made by Councilmember Nash, second by Councilmember Carson to
authorize the Mayor to sign the easement agreement and construction agreement with Fred Meyers. The
motion carried, 5-0.
ORDINANCE
98-12-09 First reading of an ordinance reenacting the hotel -motel tax ordinance
Council Action: A motion was made by Councilmember Nash, second by Councilmember Aiken to
elevate the ordinance reenacting the hotel -motel tax to second reading and pass the ordinance. The
motion carried, 5-0.
Mayor Lacy read the ordinance title.
' ORDINANCE NO. 98-16
AN ORDINANCE OF THE CITY OF EAST WENATCHEE WASHINGTON,
REENACTING CITY ORDINANCE NO 97-7, REENACTING SPECIAL EXCISE TAXES
TOTALING SIX (6%) ON THE CHARGE MADE FOR THE FURNISHING OF
LODGING BY ANY HOTEL, ROOMING HOUSE, TOURIST COURT, MOTEL OR
TRAILER CAMP, AND THE GRANTING OF ANY SIMILAR LICENSE TO USE REAL
PROPERTY; REENACTING THE ESTABLISHMENT OF SPECIAL FUNDS FOR THE
TAXES, REENACTING THE PROVISION OF PENALTIES FOR NONCOMPLIANCE;
AND ESTABLISHING AN EFFECTIVE DATE.
98-12-1 l First reading of an ordinance regarding public right-of-way excavations
Mayor Lacy read first reading.
RESOLUTION
98-12-12 A resolution establishing inspection fees for public right of way excavation permits.
Mayor Lacy said the resolution establishing inspection fees will be included on the next agenda.
COUNCIL REPORTS
Councilmember Hendricks said he attended the employee potluck luncheon at City Hall on December
16, 1998. He added the recipient of the Spirit Award was Lennie Breckenridge. Councilmember
Hendricks added he would like the spirit award to continue.
