ROLL CALL Councilmembers Present: Councilmember Mikow, Councilmember Stanton Councilmember Carson, Councilmember Aiken, Councilmember Buckner, Councilmember Hendrick's, Mayor Pro -Tern Nash. Staff Present: Harry Staven, Dana Barnard, Linda Countryman, Bob Goodman, Randy Harrison, Nick Wiltz, Darin Bender, Joan Sims, Chuck Zimmerman. PLEDGE OF ALLEGIANCE PRESENTATION Friends of the Library President Marion Pendlebury said the Library space has been filled and additional floor space is needed. Ms. Pendlebury asked Council to consider forming a group to study the possibility of expanding the East Wenatchee Branch Library. East Wenatchee Branch Librarian Annette Byrd said the library is funded through a portion of property taxes. Ms. Byrd thanked the Friends of the Library, The North Central Regional Library Main Branch and the Volunteers for the materials and time donated to the library. ' Mr. Byrd said the summer reading program theme this year was "Travel the Reading Highway," which was very well attended and fun for everyone. She said another program held consisted of children reading a book then a court date was set and held by Judge Jeff Barker to convince a jury of peers why the book they read was the "Best Book in the World." She added the East Wenatchee Branch Library still holds the lead over other branches for the highest number of visitors. CONSENT CALENDAR Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Buckner to approve the consent calendar as presented. The motion carried, 7-0. 1. Consideration of minutes -- Regular Session, November 16, 1998 2. Consideration of Bills -- Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090. have been recorded on a listing that has been made available to Council. As of this date, December 7, 1998, Council does approve warrant numbers 8595 through 8622 in the total amount of $50,006.65. Council does approve payroll warrant numbers 15997 through 16059, and 980094, in the total amount of $115,653.53, paid November 5, 1998, for the month of October 1998. RESOLUTION 98-12-04 A resolution supporting a feasibility study for Rail Passenger Service for Eastern Washington Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Stanton to adopt the resolution supporting a feasibility study for Rail Passenger service for Eastern Washington. The motion carried, 7-0. Mayor Pro-Tem Nash read the resolution title. RESOLUTION NO. 98-10 ' AN RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST WENATCHEE, WASHINGTON SUPPORTING A FEASIBILITY STUDY FOR RAIL PASSENGER SERVICE FOR EASTERN WASHINGTON. CITY ADMINISTRATOR REPORT City Administrator Staven said a full inventory with a detailed plan of what the computer needs of the City will be for the Year 2000 is in near completion. Mr. Staven also reported that the contract with Waste Management allows for annual rate increases based on inflation. The 1999 rates have increased by 1.5 percent. The contract also allows the City to establish two recycling centers in the City limits. The demand for mixed paper is so low the local recycling company charges a handling fee of twenty dollars a ton for processing this commodity. ADJOURNMENT -- 7:25 P.M. Dana Barnard City Clerk 1 3-
