ROLL CALL
Councilmembers Present: Councilmember Mikow, Councilmember Buckner, Councilmember
Hendricks, Councilmember Carson, Mayor pro-tem Nash. Councilmember Aiken excused.
Council Action: A motion was made by Councilmember Carson, second by Councilmember Buckner to
excuse Councilmember Aiken from this Council meeting. The motion carried, 4-1. (Hendricks)

PLEDGE OF ALLEGIANCE
CITIZEN COMMENTS
Bill Stroud, 411 19th Street NE, said he would like to appeal to Council to accept his letter of application
for the vacant Council position.
City Counsel Sparks said a new deadline date would have to be set to allow others to compete which
might not be fair to the initial entries.
' Council decided by consensus to deny the appeal to accept applications after the deadline date of August
12.
DEPARTMENT REPORTS
Law Enforcement
Police Chief Harrison gave a proposal to Council regarding leasing three police vehicles. Chief Harrison
said the lease price of each vehicle which included no down payment; no security deposit; no mileage
and purchase for one dollar at the end of four year lease would be twenty-two thousand three hundred
forty-nine dollars and seventy-six cents. He added an additional cost of eight hundred dollars per vehicle
would cover light bars and striping.
Councilmember Hendricks asked City Treasurer Countryman to verify if monies from the Capital
Improvement Projects fund could be used toward the purchase of police vehicles. Ms. Countryman said,
per the Revised Code of Washington, CIP funds could only be used toward public works projects and
capital facilities projects, not the purchase of police vehicles.
Council Action: A motion was made by Councilmember Buckner, second by Councilmember Carson to
approve the lease of three vehicles for the police department, per the proposal presented by Chief
Harrison. The motion carried, 5-0.

OATH OF OFFICE
' Mayor pro -tern Nash administrated the Oath of Office of the City of East Wenatchee Council Position #3
to Ken Stanton.
ORDINANCE
98-08-03 An ordinance amending the City of East Wenatchee Zoning Map, approving the
Telford Rezone
Community Development Director Barnett said the recommendation of the Planning Commission was to
approve the change in the zoning designation from Residential Low Density to Community Commercial.
Council Action: A motion was made by Councilmember Buckner, second by Councilmember
Hendricks to elevate the ordinance to second reading amending the City of East Wenatchee Zoning Map,
approving the Telford Rezone. The motion carried, 5-0.
Council Action: A motion was made by Councilmember Buckner, second by Councilmember
Hendricks to pass the ordinance with the corrections to the finding of fact, amending the City of East
Wenatchee Zoning Map, approving the Telford Rezone. The motion carried, 5-0.
Mayor pro-tem Nash read the ordinance title.
RESOLUTION NO. 98-13
' AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON
AMENDING THE OFFICIAL ZONING MAP OF THE CITY TO CHANGE THE
ZONING DESIGNATION ON CERTAIN REAL PROPERTY KNOWN AS THE
TELFORD REZONE PROPERTY LOCATED AT 1ST STREET SE AND MCGEE,
SOUTH OF FIRST STREET SE BETWEEN ROCK ISLAND ROAD AND
HIGHLINE DRIVE AND JUST NORTH OF MCGEE STREET FROM "R-L (PUD)
RESIDENTIAL WITH A PUD OVERLAY" TO "CM COMMUNITY
COMMERCIAL" AND SETTING AN EFFECTIVE DATE.
