ROLLCALL Councilmembers Present: Councilmember Carson, Councilmember Buckner, Councilmember Hendricks, Councilmember Nash, Councilmember Mikow, Councilmember Lacy. Councilmember Aiken excused. Council Action: A motion was made by Councilmember Nash, second by Councilmember Carson to excuse Councilmember Aiken from this Council meeting. The motion carried, 4-1. (Hendricks) Staff Present: Bob Goodman, Stuart Campbell, Randy Harrison, Dana Barnard, Linda Countryman, Nick Wiltz, Darin Bender, Lori Barnett, Chuck Zimmerman. PLEDGE OF ALLEGIANCE MAYOR'S REPORT Councilmember Lacy said it will be necessary to the fill the empty Council position with the vacation of his seat to become Mayor and asked City Attorney Zimmerman to review the appropriate procedure. Mr. Zimmerman suggested advertising the opening and inviting the applicants to speak before Council. Council agreed by consensus to publicly advertise the vacant Council Seat and fill the position at the following Council meeting. Councilmember Lacy said with the resignation of Mayor Collings, a new representative will be needed to serve on the Chelan Douglas Health Board. Councilmembers Carson and Buckner expressed interest in filling the position. Councilmember Lacy said he had received a letter from the Foster Creek Conservation District regarding Douglas County Watershed projects. Councilmember Lacy said he had received a letter from Joyce Stewart requesting the City to form a committee for the City Administrator selection process. Ms. Stewart included a contract for consulting fees in the amount of two thousand dollars to be signed by the Mayor. Councilmembers Carson, Buckner and Nash said they would be interested in serving on the committee. Councilmember Lacy said the Tourism Board is ready to finalize the salaries for the employees to be hired for the Tourism agency. The motion carried, 5-0. Mayor Lacy read the resolution title. RESOLUTION NO. 98-7 A RESOLUTION OF THE CITY OF EAST WENATCHEE, WASHINGTON AMENDING RESOLUTION NO. 91-11, SECTION 6.3, OF THE EAST WENATCHEE, TRAVEL AND EXPENSE REIMBURSEMENT POLICY, TO INCREASE THE AMOUNT OF REIMBURSEMENT FOR MILEAGE TO THE CURRENT ALLOWABLE INTERNAL REVENUE SERVICE RATE. ORDINANCE 98-07-03 An ordinance adopting the 1998 City of East Wenatchee Comprehensive Plan Planning Director Campbell said he has not received a final letter from the Washington State Department of Community, Trade and Economic Development. However had talked to them and was ' assured the final comments would be short and complimentary. Councilmember Buckner thanked Mr. Campbell for his patience and perseverance in seeing the Comprehensive Plan to completion. Council Action: A motion was made by Councilmember Buckner, second by Councilmember Nash to approve the ordinance adopting the 1998 City of East Wenatchee Comprehensive Plan. The motion carried, 5-0. Mayor Lacy read the ordinance title. ORDINANCE NO. 98-12 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON, ADOPTING THE 1998 CITY OF EAST WENATCHEE COMPREHENSIVE PLAN; CONTAINING A SEVERABILITY CLAUSE, AND ESTABLISHING AN EFFECTIVE DATE.
