REGULAR SESSION OF THE CITY COUNCIL CONVENED
MAYOR DAWN COLLINGS PRESIDING

ROLL CALL
Councilmembers Present: Councilmember Nash, Councilmember Mikow, Councilmember Lacy,
Councilmember Carson, Councilmember Buckner, Councilmember Hendricks, Mayor Collings.
Councilmember Aiken excused.
Council Action: A motion was made by Councilmember Lacy, second by Councilmember Mikow to
excuse Councilmember Aiken from this Council meeting. The motion carried, 5-1. (Hendricks)
Staff Present: Bob Goodman, Stuart Campbell, Randy Harrison, Dana Barnard, Linda Countryman,
Nick Wiltz, Darin Bender, Bruce Nash, Marcia Redick, Nancy Lynn, Chuck Zimmerman.

Street Department
Street Superintendent Goodman said a request has been made to the City to vacate ten feet of property
between Adams Street and Valley Mall Parkway. Mr. Goodman said the new property owner would like
to build on this portion of land. Council agreed by consensus to not vacate the property.
Administrative Services
City Treasurer Countryman gave an update of revenues and expenditures for the second quarter. She
added, the Street Loan has been paid in full.
Planning and Community Development
Planning Director Campbell said the final plat for Phase 1 of the Golden East Subdivision was ready for
approval.
Council Action: A motion was made by Councilmember Hendricks, second by Councilmember
Buckner to approve the final plat for approval of Phase I of the Golden East Subdivision. The motion
carried, 6-0.
CONSENT CALENDAR
Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Nash to
approve the consent calendar as presented removing the Consideration of Bills for further discussion.
The motion carried, 6-0.
1. Consideration of minutes -- Regular Session, July 6, 1998

Councilmember Hendricks said he does not support the one hundred percent pay sick leave for retired
City Clerk/Treasurer Oestreich. He said his understanding of the policy was that it was paid at twenty-
five percent.
Mayor Collings said the when Council accepted Ms. Oestreich's resignation at the May 4 Council
meeting it included terminal sick leave.
Council Action: A motion was made by Councilmember Mikow, second by Councilmember Buckner to
approve the Consideration of Bills as presented. The motion carried, 4-2. (Hendricks, Nash)
2. Consideration of Bills --
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing that has
been made available to Council.
As of this date, July 20, 1998, Council does approve warrant numbers 8230 through 8272 in the total
amount of $45,795.55. Council does approve Central Stores and Stamp Fund transfers in the total
amount of $769.99.
Council does approve warrant numbers 15703 through 15774, and 980056, in the total amount of
$114,270.06, paid July 2, 1998, for the month of June 1998.
RESOLUTION
98-07-11 A Resolution establishing the East Wenatchee Six Year Transportation Plan '
Council Action: A motion was made by Councilmember Lacy, second by Councilmember Hendricks to
adopt the resolution establishing the East Wenatchee Six Year Transportation Plan. The motion carried,
6-0.

RESOLUTION NO. 98-6
A RESOLUTION OF THE CITY OF EAST WENATCHEE, WASHINGTON ADOPTING
A SIX -YEAR TRANSPORTATION IMPROVEMENT PROGRAM AND DIRECTING
THE SAME TO BE FILED WITH THE STATE SECRETARY OF TRANSPORTATION
AND THE TRANSPORTATION IMPROVEMENT BOARD.
98-07-03 First reading of an ordinance adopting the 1998 City of East Wenatchee
Comprehensive Plan
Planning Director Campbell said he had received a letter from the Department of Community, Trade and
Economic Development, faxed on July 20, with comments regarding the Comprehensive Plan. Mr.
Campbell asked to delay the adoption of the 1998 City of East Wenatchee Comprehensive Plan in order
to review the comments from DCTED.

Council Action: A motion was made by Councilmember Lacy, second by Councilmember Nash to
postpone the ordinance adopting the 1998 City of East Wenatchee Comprehensive Plan until the August
3 Council meeting. The motion carried, 6-0.
ORDINANCE
98-07-05 An ordinance establishing the position of City Administrator
Council Action: A motion was made by Councilmember Mikow, second by Councilmember Lacy to
adopt the ordinance establishing the position of City Administrator. The motion carried, 4-2. (Nash,
Hendricks)
City Attorney Zimmerman said the individual filling this position was not required to be a resident of the
City of East Wenatchee.

ORDINANCE NO. 98-9
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON, ADOPTING
A NEW CHAPTER 2.10 TO THE EAST WENATCHEE MUNICIPAL CODE AND
REPEALING CHAPTER 2.08 OF THE EAST WENATCHEE MUNICIPAL CODE,
ESTABLISHING A NEW POSITION OF CITY ADMINISTRATOR, AND SETTING
FORTH THE DUTIES AND RESPONSIBILITIES FOR THIS OFFICE AND REPEALING
' THE CITY CODE PROVISIONS RELATING TO THE OFFICE OF ADMINISTRATIVE
ASSISTANT, CONTAINING A SEVERABILITY CLAUSE, AND ESTABLISHING AN
EFFECTIVE DATE.
98-07-06 An ordinance establishing the position of City Clerk
Council Action: A motion was made by Councilmember Buckner, second by Councilmember Lacy to
adopt the ordinance establishing the position of City Clerk. The motion carried, 6-0.

ORDINANCE NO. 98-11
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON, ADDING A
NEW CHAPTER 2.13 TO THE EAST WENATCHEE MUNICIPAL CODE
ESTABLISHING THE POSITION OF CITY TREASURER, AND SETTING FORTH THE
DUTIES AND RESPONSIBILITIES FOR THIS OFFICE, CONTAINING A
SEVERABILITY CLAUSE, AND ESTABLISHING AN EFFECTIVE DATE.
MAYOR'S REPORT
Mayor Collings said applications had been received for the Community Development Director position
and interviews will be held this week.
Mayor Collings read a statement to Council and employees:
"Life provides us with many opportunities to change and grow. The position of City Administrator that
we just established is a perfect example. A few months ago, we were not even considering such a
position. But life provided us with an opportunity to change our way of thinking and our way of doing
business. Now, our community has the opportunity to move forward and grow, under the guidance and
experience of a City Administrator.
Well, 1, too, have been provided with an opportunity to change and grow. Two weeks ago, I was
approached by the East Wenatchee Chamber about the Executive Manager position. Last Friday, I was
offered the position, and after discussing the issue with my family, and giving it careful consideration, I
accepted. For me, it will be a new opportunity to work with and for a community that I care so much
about! '
My ten and a half years with the City, as Councilmember and Mayor, have been challenging, exciting,
sometimes frustrating, but for the most part, very rewarding. I have had the privilege of working with
some very talented individuals, both here at City Hall and out in the community, who have helped me
grow, not only in my position as Mayor, but as an individual, as well. 1 will miss the current level of
interaction with these individuals, but I know that there will be opportunities for us to work together in
other ways.
The official date of my resignation will be July 31. I will use the next ten days as vacation, and to tie up
loose ends.
It would be my recommendation that Mayor Pro Tem, Steve Lacy, be appointed as Mayor to fill the
remaining seventeen months of my term in office.
I appreciate the opportunity to have served as your Mayor, and thank you all for the support you have
given me."
Council Action: A motion was made by Councilmember Mikow, second by Councilmember Carrson to
appoint Councilmember Steve Lacy as Mayor for the remainder of the unexpired term of Mayor Dawn
Collings. The motion carried, 6-0.

DISCUSSION
' 98-07-08 Decision regarding wages for the recommended staff position changes
Mayor Collings said the wages she is recommending are based on the Association of Washington Cities
Salary Survey. City Administrator $4,410; City Clerk $2,506; City Treasurer $2,650; Development
Inspector $2,900, and Mayor $800, not to include benefits.
Council Action: A motion was made by Councilmember Lacy, second by Councilmember Mikow to
accept all the wage recommendations, making the City Clerk and the City Treasurer's pay retroactive to
June 1, 1998. The motion carried, 5-1. (Nash)

Councilmember Buckner asked Police Chief Harrison the status of replacing the vacant officer position
for the East Wenatchee Police Department.
Chief Harrison said Ms. Christina Patterson has accepted the position and will return to work July 26.
Councilmember Lacy expressed the importance of filling the City Administrator position as soon as
possible.
Council agreed by consensus to pay the appointed Mayor a salary of $1,600 a month until the City
Administrator position is filled.
' Mayor Collings said she had talked to other Cities that had recently hired a City Administrator and said
the other Cities had hired a consultant to find someone to fill the position.
Mayor Collings said a there will also be an open City Council position to fill.
Council Action: A motion was made by Councilmember Mikow, second by Councilmember Lacy to
hire a consultant to assist with the hiring process for the City Administrator position, the consultant fee
shall not exceed three thousand dollars. The motion carried, 5-1. (Nash)
