REGULAR SESSION OF THE CITY COUNCIL CONVENED
MAYOR DAWN COLLINGS PRESIDING
JUNE 2, 1998
6:30 P.M.
ROLL CALL
Councilmembers Present: Councilmember Lacy, Councilmember Carson, Councilmember Buckner,
Councilmember Hendricks, Councilmember Nash, Mayor Collings. Councilmember Mikow arrived at
7:00 p.m. Councilmember Aiken excused.
Council Action: A motion was made by Councilmember Nash, second by Councilmember Carson to
excuse Councilmember Aiken from this Council meeting. The motion carried, 6-0.
Staff Present: Bob Goodman, Randy Harrison, Dana Barnard, Linda Countryman, Stuart Campbell,
Nick Wiltz, Darin Bender, Chuck Zimmerman.
PLEDGE OF ALLEGIANCE
PROCLAMATION
Mayor Collings read a proclamation observing the month of June as Hire a Veteran Month.
PRESENTATION
Douglas County Fire District - Defibrillator Demonstration
Douglas County Fire District No. 2 Fire Chief Barnhart said June 1st was the start of the Fire District
responding to emergency medical calls. Assistant Chief Doug Miller and Firefighter Jay Vanderpool
gave a demonstration of the portable defibrillator.
MAYOR'S REPORT
Mayor Collings said the East Wenatchee Chamber luncheon will be held at Abby's Pizza, Tuesday, June
2, at noon.
Mayor Collings said a meeting with the Douglas County Commissioners, the City of Wenatchee
Commissioners and the Chelan County Commissioners will be held at East Wenatchee City Hall on
Thursday, June 4, 1998, from 9:00 a.m. to 12:00 p.m. to discuss issues of mutual interest.
Mayor Collings said a watershed planning workshop will be held June 8 and June 22.
DEPARTMENT REPORTS
Police Department
Police Chief Harrison said the Police Department had completed and passed a five year re -accreditation.
Chief Harrison said there were several benefits for a Police Department that is accredited, including
morale of officers, creditability of the department and reduced insurance costs to the city.

ORDINANCE
' 98-06-03 First reading of an ordinance implementing a Storm Water Utility
Council Action: A motion was made by Councilmember Mikow, second by Councilmember Lacy to
elevate the ordinance implementing a Storm Water Utility to second reading. The motion was not
unanimous 4-2. (Nash, Hendricks)
Mayor Collings authorized elevation of the ordinance per resolution number 90-9 Section 3.
A motion was made by Councilmember Lacy, second by Councilmember Mikow to adopt the ordinance
implementing a Storm Water Utility. Before a vote was taken a motion to table was made.
Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Nash
to table the issue until after the fall elections. The motion failed 2-4. (Buckner, Mikow, Lacy, Carson)
Council Action: A motion was made by Councilmember Lacy, second by Councilmember Mikow to
adopt the ordinance implementing a Storm Water Utility. The motion carried 4-2. (Nash, Hendricks)
Mayor Collings read the ordinance title.
ORDINANCE NO.98-7
AN ORDINANCE OF THE CITY OF EAST WENATCHEE,
' WASHINGTON, ADOPTING A NEW CHAPTER 13.10 OF THE EAST
WENATCHEE MUNICIPAL CODE, ESTABLISHING A SURFACE AND
STORM WATER UTILITY FOR COMPREHENSIVE SURFACE AND
STORM WATER MANAGEMENT RESERVING SEVERAL SECTIONS
AND SUBSECTIONS TO BE FURTHER STUDIED FOR FUTURE
CONSIDERATION OF ADOPTION, CONTAINING A SEVERABILITY
CLAUSE, AND SETTING AN EFFECTIVE DATE.
INTERLOCAL
98-06-04 An interlocal agreement with Douglas County for road improvements on Grant Road
Council Action: A motion was made by Councilmember Lacy, second by Councilmember Hendricks to
authorize the Mayor to sign the interlocal agreement with Douglas County regarding road improvements
on Grant Road. The motion carried 6-0.
COUNCIL REPORTS
Councilmember Lacy said the by-laws of the Tourism Bureau have passed. He added, a copy of the by-
laws will be filed with the Secretary of State. Councilmember Lacy said the next step was an interlocal
agreement with the City of Wenatchee.
Councilmember Buckner said he had attended a Washington Research Council meeting. He added, the
Council was soliciting memberships and he had material available for anyone interested.
