ROLL CALL Councilmembers Present: Councilmember Carson, Councilmember Aiken, Councilmember Buckner, Councilmember Hendricks, Councilmember Nash, Councilmember Mikow, Mayor Collings. Councilmember Lacy excused. Council Action: A motion was made by Councilmember Carson, second by Councilmember Hendricks to excuse Councilmember Lacy from this Council meeting. The motion carried, 6-0. Staff Present: Virginia Oestreich, Bob Goodman, Randy Harrison, Dana Barnard, Linda Countryman Stuart Campbell, Nick Wiltz, Darin Bender, Marcia Redick. PLEDGE OF ALLEGIANCE CITIZEN COMMENTS Francis Gregory, representing the Ba'hai faith of Greater Wenatchee Area, invited Council to attend the Power of Race Unity which will be held at the Riverside Playhouse Saturday, May 23, at 7:00 p.m. Ms. Gregory said the vision of the Ba'hai is to eliminate racism in the community. ' MAYORS REPORT Mayor Collings attended the following meetings: Home Connection graduation held at City Hall, a volunteer organization providing mentors and life skills training for families in Chelan and Douglas Counties. Make a Difference Day, noting this year's theme will be "Unity in Community," to be held October 24. 1998. The ground breaking ceremony for the Seafirst Performing Arts Center which was held May 12. On May 14, she attended the Solid Waste Advisory Committee meeting. The Nineteenth Street Plaza and Judes Oasis, at the foot of Ninth Street, on the Rivertrail, were dedicated May 16. Mayor Collings said she will be attending the Traveling Wall Ceremony in Leavenworth on May 19. The ceremony is remembrance of the lives lost in Vietnam and will be on display. through Memorial Day. Mayor Collings said an interlocal agreement with the Office of the Administrator for the Courts is necessary for conversion of the data communication's network. She added, OAC will reimburse the City up to four hundred dollars for the computer upgrade which should leave no cost to the City. Council Action: A motion was made by Councilmember Buckner, second by Councilmember Carson to authorize the Mayor to sign the interlocal agreement with the Office of the Administrator for the Courts for conversion of the data communication's network. The motion carried, 6-0. Finance Department City Clerk/Treasurer Oestreich gave a report of the revenues and expenditures through April, 1998. She said revenues were at 30.64 percent, expenditures at 29.96 percent and if on budget would be 33.32 percent. She was pleased with the expenditures side to date. However, Ms. Oestreich informed Council of some of her concerns regarding the Current Expense revenues for 1998. She recommended decreasing the fines and forfeitures revenue to one hundred fifty thousand dollars instead of the two hundred twenty-five thousand dollars. She also suggested paying off the Street Fund loan by July. Ms. Oestreich answered some questions for Council and then added, "Finally, this will be my last Council meeting. I cannot leave without giving you something to remember me by. The years with the city have been very rewarding, exciting, frustrating, and promising. I thank you for the opportunity you have given me and I leave you with my feelings in three little words, for me it has been - Time Well Spent." CONSENT CALENDAR Council Action: A motion was made by Councilmember Nash, second by Councilmember Carson to approve the consent calendar as presented. The motion carried, 6-0. 1. Consideration of minutes -- Regular Session, May 4, 1998 2. Consideration of Bills -- Vouchers audited and certified by the auditing officer as required by RC W 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing that has been made available to Council. As of this date, May 18, 1998, Council does approve warrant numbers 8076 through 8108 in the total amount of $31,836.65. Council does approve payroll warrant numbers 15558 through 15627 and 980036, in the amount of $115,596.46, paid May 5, 1998, for the month of April 1998. RESOLUTION 98-05-07 A resolution amending and updating Resolution 93-1 1 Sexual Harassment Policy for East Wenatchee Mayor Collings said this was a housekeeping item and will begin the updating of the City's Personnel Policy and Procedures Manual. Council Action: A motion was made by Councilmember Buckner, second by Councilmember Carson to adopt the resolution implementing a new Workplace Harassment Policy and amend Resolution 93-11 subject to removing proper names if recommended to do so by legal counsel.
