ROLL CALL
Councilmembers Present: Councilmember Nash, Councilmember Mikow, Councilmember Lacy,
Councilmember Carson, Councilmember Aiken, Councilmember Buckner, Councilmember Hendricks,
Mayor Collings.
Staff Present: Virginia Oestreich, Bob Goodman, Randy Harrison, Dana Barnard, Nick Wiltz, Stuart
Campbell, Chuck Zimmerman.
PLEDGE OF ALLEGIANCE
MAYORS REPORT
Mayor Collings said she had attended the Bike to Work Day with Stuart and Bob. The city and the
participants received certificates of attendance.
Mayor Collings attended the following meetings:
Sunset Ridge dedication; Civic Center Luncheon; D.A.R.E. graduation and she thanked Officer Bruce
' Nash for his years as the D.A.R.E. Officer; Officer of the Year luncheon. Mayor Collings congratulated
Officer Darin Darnell as Officer of the Year. She met with Clyde Ballard regarding the development of
property located on the corner of SR 28 and Valley Mail Parkway. She showed a sketch to Council of the
proposed plan for beautification, adding Representative Clyde Ballard liked the concept.
Mayor Collings said the upcoming meetings were
East Wenatchee Chamber luncheon at noon on Tuesday; April 21; Carnival Grand Opening on April
23rd; Council Workshop April 23, at City Hall from 7:00 to 9:00 p.m.; Mayor's Prayer Breakfast April
27, at 7:00 a.m. A meeting with the Douglas County Commissioners was scheduled April 29, at City hall
from 6:30 to 8:30 p.m. with a stormwater utility review prior at 4:00 p.m. The Misawa sister city
reception will be April 30, at City Hall at 2:00 p.m. and the Classy Chassis Parade, May 1, at 6:30 p.m.
Mayor Collings said she had information available for the following items:
Douglas County 1998 first quarter report; Eastern Washington Intermodal Transportation Study;
Association of Washington Cities elections for officers and directors to the AWC board and the
Association of Washington Cities conference.
Douglas County Solid Waste White Goods Collection was held on April 18; two East Wenatchee trucks
participated and she had additional information if Council was interested.

RESOLUTION
I
98-04-01 Resolution implementing and approving an investment policy for the City of East
Wenatchee.
City Clerk/Treasurer Oestreich said this policy had been drafted from the Washington State Treasurer's
policy recommendation and refined for East Wenatchee's use. She added, it was in practice now, but the
resolution would formally adopt the policy.
Council Action: A motion was made by Councilmember Lacy, second by Councilmember Hendricks to
adopt the resolution implementing an investment policy for the City of East Wenatchee. The motion
carried, 7-0.
Mayor Collings read the resolution title.
RESOLUTION NO. 98-4
A RESOLUTION OF THE CITY COUNCIL OF EAST
WENATCHEE, WASHINGTON ADOPTING A FORMAL
INVESTMENT POLICY.
ORDINANCE
' 98-04-02 First reading of a Pleasure Vehicle Parking Ordinance
Street Superintendent Goodman said the ordinance would amend the existing ordinance as it relates to
parking of recreational vehicles on portions of City right-of-ways.
Mayor Collings read first reading.
COUNCIL REPORTS
Councilmember Buckner complimented Chief Harrison on the presentation he made at the officer of the
yearluncheon.
Councilmember Mikow recognized City Clerk/Treasurer Oestreich for the resolution she received on
behalf of East Wenatchee for hosting the Washington Municipal Clerks Association Conference.
Councilmember Mikow said Patti Herres, director of the East Wenatchee Chamber of Commerce, has
resigned and the Chamber Board has formed a committee to begin the replacement of a Chamber
Director.
EXECUTIVE SESSION
Mayor Collings called a thirty minute executive session regarding union negotiations.
