REGULAR SESSION OF THE CITY COUNCIL CONVENED
MAYOR DAWN COLLINGS PRESIDING
MARCH 2, 1998
6:30 P.M.
ROLL CALL
Councilmembers Present: Councilmember Hendricks, Councilmember Carson, Councilmember Aiken,
Councilmember Buckner, Councilmember Nash, Councilmember Mikow, Mayor Collings.
Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Nash to
excuse Councilmember Lacy from this meeting. The motion carried, 6-0.
Staff Present: Virginia Oestreich, Bob Goodman, Randy Harrison, Nick Wiltz, Stuart Campbell, Darin
Bender, Joni Peterson, Jeff Barker, Gil Sparks.
PLEDGE OF ALLEGIANCE
PROCLAMATION
Mayor Collings read a proclamation honoring the Special Olympic athletes and their Special Olympic
Winter Games.
MAYORS REPORT
Mayor Collings reminded Council of the chamber luncheon at noon on Tuesday. '
She reminded Council the retreat will be held at the Cascade Natural Gas auditorium on Thursday,
March 5 from 4 to 10 p.m.
On March 12, the County City meeting will be held in the Council chambers from 9 a.m. to 12 noon.
The Misawa Sister City would like to be involved again, with Apple Blossom and the opening session.
Mayor Collings explained, in detail, the Solid Waster Advisory Committee and the budget situation. She
gave examples of the revenues and expenditures, showing how the budget works, and compared their
budget to the city's budgeted figures. The goal is to have the years coincide with the budgeted amounts.
Mayor Collings said this was being taken care of and it would be fixed permanently. An additional
amount of $4781 would be the city's share, and may have to be done by a budget amendment. This will
be reviewed later in the year. Council agreed by consensus with the adjustment.
DEPARTMENT REPORT
Planning and Community Development
Planning and Community Development Director Campbell updated Council on the Storm Water Utility.
He said the draft of the interlocal agreement with Douglas County would be on the March 16, 1998
agenda.

Finance Department
Clerk/Treasurer Oestreich said the 1997 annual report had been completed, balanced and if anyone on
Council had any questions, please let her know.
Municipal Court
Judge Barker reviewed the Municipal Court and the positive changes being made to help in revenues,
and well as costs. Council thanked the Judge and staff for being proactive and gave their support.
CONSENT CALENDAR
Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Carson
to approve the consent calendar as presented. The motion carried, 6-0.
1. Consideration of minutes -- Regular Session, February 17, 1998
2. Consideration of Bills -
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing that has
been made available to Council.
As of this date, March 2, 1998, Council does approve warrant numbers 7872 through 7907 in the total
' amount of $20,913.17. Council does approve Central Stores transfers in the amount of $485.33.
AGREEMENT
98-03-01 An agreement with Douglas County for Court Interpreting Services
Mayor Collings said this was basically a housekeeping issue. The previous interpreter had his own
business, which we used. He was now an employee of District Court, and we would contract through
them with the agreement.
Council Action: A motion was made by Councilmember Carson, second by Councilmember Buckner to
approve the agreement for interpreting services. The motion carried, 6-0.
EXECUTIVE SESSION
Mayor Collings called a fifteen minute executive session regarding union negotiations at 7:02 p.m.
Council reconvened at 7:18 p.m.
