ROLL CALL Councilmembers Present: Councilmember Hendricks, Councilmember Carson Councilmember Aiken, Councilmember Buckner, Councilmember Nash, Councilmember Lacy, Mayor Collings. Council Action: A motion was made by Councilmember Carson, second by Councilmember Aiken to excuse Councilmember Mikow from this meeting. The motion carried, 6-0. Staff Present: Virginia Oestreich, Bob Goodman, Randy Harrison, Nick Wiltz, Stuart Campbell, Lennie Breckenridge, Darin Bender. PLEDGE OF ALLEGIANCE MAYORS REPORT Mayor Collings reported on the following issues regarding the Solid Waste Advisory Committee (SWAG): SWAC would conduct a litter workshop on March 9 at 1:30 p.m. at the Douglas County Fire Station. The Mayor had information from SWAC regarding the Master Composter and regulations if anyone was interested. The list of recyclables was available, and she noted the Postal Service would take styrofoam blocks, which could be mailed to them for recycling. The SWAC Christmas tree recycling project at the Columbia Garden Center, had been very successful and had positive comments. Some funding could be available if the city had a special SWAC project. The deadline is May 1, if anyone has an idea. The amount budgeted for SWAC for 1998 was discussed. The committee will address a better method of budgeting for this service. Other issues from Mayor Collings were: KPQ Live, on March 18, at 3:30 p.m. will be attended by Councilmembers Buckner and Carson. A reminder of the retreat to be March 5, from 4 - 10 p.m. Council was asked to submit topics for discussion to the Mayor. The motion carried, 6-0. AGREEMENT 98-02-08 An agreement with Douglas County for Court Interpreting Services Mayor Collings said this issue would be tabled to the March 2, 1998 meeting since the Judge was ill, and he wanted to be in attendance. ORDINANCE 98-02-03 An ordinance amending sections of the East Wenatchee Municipal Code relating to Manufactured Housing Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Aiken to approve the ordinance relating to Manufactured Housing in East Wenatchee. The motion carried, 6-0. ORDINANCE 98-3 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON. AMENDING SECTION 17.08.420 AND 17.24.020 AND ADDING A NEW CHAPTER 15.38 TO THE EAST WENATCHEE MUNICIPAL CODE AMENDING THE DEFINITION OF MANUFACTURED HOMES, AMENDING PERMISSIVE ' USES IN THE R-L RESIDENTIAL DISTRICT OF THE CITY, AND ESTABLISHING DESIGN CRITERIA FOR SINGLE-FAMILY DWELLINGS CONSTRUCTED OR MOVED INTO THE CITY, INCLUDING MANUFACTURED HOMES, PROVIDING FOR A PENALTY, AND ESTABLISHING AN EFFECTIVE DATE. COUNCIL REPORTS Councilmember Buckner said he had attended the Quest luncheon regarding the financial impacts and projections for the Valley. He said the report did not necessarily project a true financial picture based on how revenues were received. Councilmember Lacy said he had attended the Tourism Advisory Committee meeting. The committee was forming the Wenatchee Valley Convention and Visitor Bureau. It will consist of ten members and will also address capital facilities planning. A meeting was scheduled from 5 p.m. to 7 p.m. on Wednesday regarding allocation of funds and support personnel. Councilmember Lacy explained the proposal of the separate judicial issues being addressed in Chelan and Douglas County. He explained the recording system, the court recorders for civil and criminal cases and some of his concerns. Mr. Lacy added the commissioners would meet on Wednesday, and if all did not agree, then the decision would be made be submitted to Senator Sellar.
