ROLL CALL
Councilmembers Present: Councilmember Aiken, Councilmember Stanton, Councilmember Nash,
Councilmember Carson, Councilmember Hendricks, Mayor Lacy. Councilmember Buckner excused.
Council Action: A motion was made by Councilmember Carson, second by Councilmember Aiken to
excuse Councilmember Buckner from this Council meeting. The motion carried 5-0.
Staff Present: Harry Staven, Dana Barnard, Linda Countryman, Randy Harrison, Lori Barnett, Bob
Goodman, Darin Bender, Bruce Nash, Christie Patterson, Chuck Zimmerman.

PRESENTATIONS
East Wenatchee Chamber of Commerce Director Dawn Collings gave a third quarter report
Waste Management of Greater Wenatchee Manager Ted Woodard gave an update on the recycling
program for the commodities collected in East Wenatchee. Mr. Woodard proposed a modification to the
contract to change the City's recycling revenue to a fixed amount with an annual increase equal to the CPI
for the City of East Wenatchee.
Douglas County Solid Waste Director Ron Draggoo explained the details of the Solid Waste program,
highlighting the recycling program.
MAYOR'S REPORT
Mayor Lacy said the 2000 preliminary Budget would be available November 19. Mayor Lacy mentioned
a few highlights of the proposed budget including the establishment of a salary schedule for non -
bargaining unit employees. He said the schedule would bring employees up to parity with other cities of
comparable size across the state.
Mayor Lacy also said the Budget Committee's recommendation was to pass a 2000 Property Tax
Ordinance collecting the allowable 106% rate. He said this recommendation was in support of the
annexation proposal in which the City would annex Eastmont County Park, Eastmont High School,
Sterling Middle School, and the surrounding area.

Council Action: A motion was made by Councilmember Stanton, second by Councilmember Nash to
adopt the ordinance requiring applicants for building permits (excluding single family) to reimburse the
City for engineering fees incurred by the City. The motion carried, by a show of hands, 4-1. (Hendricks)
ORDINANCE 99- 14
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON.
ESTABLISHING A NEW CHAPTER 15.03 OF THE EAST WENATCHEE MUNICIPAL
CODE ESTABLISHING AN APPLICANT REIMBURSEMENT REQUIREMENT FOR
FEES INCURRED BY THE CITY FOR CONSULTING ENGINEERING SERVICES
ASSOCIATED WITH DEVELOPMENT AND SETTING AN EFFECTIVE DATE.
99-11-07 First reading of an ordinance annexing property located at 501, 505, 506, 605, and 661
Grant Road on the Northeast comer of the intersection of Grant Road and Eastmont
Avenue.
Mayor Lacy read first reading of the ordinance.
Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Nash to
send the proposed annexation to the Douglas County Boundary Review Board before going to final action
of the Council. The motion carried, 5-0.
99-11-08 First reading of an ordinance setting property tax levies for 2000.
Council Action: A motion was made by Councilmember Stanton, second by Councilmember Carson to
elevate the ordinance setting property tax levies for 2000. The motion carried, 5-0.
Council Action: A motion was made by Councilmember Stanton, second by Councilmember Carson to
adopt the ordinance setting property tax levies for 2000. The motion carried, 4-1. (Hendricks)

ORDINANCE 99-15
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON.
AUTHORIZING AN INCREASE IN THE GENERAL PROPERTY TAX LEVY
AND AN INCREASE IN THE AMOUNT ALLOWED UNDER THE NEW
CONSTRUCTION AND IMPROVEMENTS TO PROPERTY AND STATE
ASSESSED PROPERTY PROVISIONS OF RCW 84.55.010; LEVYING THE
GENERAL TAXES FOR THE CITY OF EAST WENATCHEE FOR THE FISCAL
YEAR COMMENCING JANUARY 1, 2000, ON ALL PROPERTY, BOTH REAL
AND PERSONAL IN SAID CITY WHICH IS SUBJECT TO TAXATION FOR THE
PURPOSE OF PAYING SUFFICIENT REVENUE TO CARRY ON THE SEVERAL
DEPARTMENTS OF SAID CITY FOR THE ENSUING YEAR AS REQUIRED BY
LAW; AND ESTABLISHING AN EFFECTIVE DATE.
DISCUSSION — Handbook
Mayor Lacy said there have been contradictions with the previous policy and procedures manual and
certain ordinances. He added by adopting the newly revised manual all previous policies would be
repealed.
