ROLL CALL
Councilmembers Present: Councilmember Aiken, Councilmember Stanton, Councilmember Nash,
Councilmember Carson, Councilmember Hendricks, Councilmember Smet, Mayor Lacy. Councilmember
Buckner excused.
Council Action: A motion was made by Councilmember Carson, second by Councilmember Smet to
excuse Councilmember Buckner from this Council meeting. The motion carried 6-0.
Staff Present: Harry Staven, Dana Barnard, Randy Harrison, Lori Barnett, Darin Bender, Karen
Wiggum.
PLEDGE OF ALLEGIANCE
CITIZEN COMMENTS
Ryan Nickels, representing North Central Washington Skills Center, said Chelan and Douglas Counties
have voted to participate in the Public Access Programming project. He added the City of Wenatchee
would be voting on the participation in Public Access Programming on November 9's.
MAYOR'S REPORT
Mayor Lacy said he talked to Hugh Spitzer, Foster Pepper & Shefelman, regarding their services as Bond
Counsel for the Mall Expansion Project. He added the Bond Counsel would be compensated out of the
proceeds of financings if they occur, or they will be compensated for hours worked not to exceed ten
thousand dollars.
Mayor Lacy said the State Council on Aging, which is an advisory council to the Governor, the
Department of Social and Health Services, and the Aging and Adult Services Administration has a
vacancy. He added if a Councilmember is interested they should fill out an application and submit it
before December 3rd.
Mayor Lacy said he had received a letter from Douglas County Parks Director, Roger Boyer informing
the City of concerns about the levy for Douglas County Parks being rejected and the passage of Initiative
695. He added the County would be asking the City for assistance.
Mayor Lacy said Mission Ridge has made a proposal to the Wenatchee Valley Convention and Visitors
Bureau for subsidy in a low interest loan in order to continue operating. He said it would be a ten-year
commitment between the WVCVB, the Port of Chelan County, the City of Wenatchee and the City of
East Wenatchee. He added the contracts between the Cities and the WVCVB are for five years.

Council Action: A motion was made by Councilmember Stanton, second by Councilmember Carson to
adopt the ordinance imposing a moratorium on the acceptance of applications/permits for installation of
off -premise advertising signs. The motion carried unanimously, 6-0.

ORDINANCE 99-13
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON.
RELATED TO LAND USE AND ZONING, DECLARING A PUBLIC HEALTH,
WELFARE AND SAFETY EMERGENCY NECESSITATING AN IMMEDIATE
MORATORIUM ON THE FILING, ACCEPTANCE APPROVAL OR ISSUANCE
OF APPLICATIONS FOR USE PERMITS AND BUILDING PERMITS FOR THE
SITING OF BILLBOARDS IN THE CITY; CONTAINING A SEVERABILITY
CLAUSE; AND ESTABLISHING AN IMMEDIATE EFFECTIVE DATE.
COUNCIL REPORTS
Councilmember Stanton said Chelan and Douglas Counties have agreed to partict ate in the pubic Access
Programming project and Wenatchee will be voting on the issue on November 9 . He added, with all the
jurisdictions participating the rate would be approximately five cents per cable subscriber per month.
Council Action: A motion was made by Councilmember Stanton, second by Councilmember Carson to
approve the City's participation in the pubic Access Programming project contingent upon the
participation of Chelan County, Douglas County, and the City of Wenatchee. The motion carried, 4-2.

Mayor Lacy said there would be a budget meeting on November 2, 1999, at 6:00 p.m.
Councilmember Stanton said due to scheduling he will be unable to serve as the Ad -hoc member to the
East Wenatchee Chamber of Commerce Board of Directors. Councilmember Carson volunteered to serve
as the Ad -hoc member.
