LACY PRESIDING OCTOBER 18, 1999 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Buckner, Councilmember Carson, Councilmember Strict, Councilmember Stanton, Councilmember Nash, Mayor Lacy. Councilmember Aiken and Councilmember Hendricks, excused. Council Action: A motion was made by Councilmember Nash, second by Councilmember Buckner to excuse Councilmember Aiken from this Council meeting. The motion carried 5-0. Council Action: A motion was made by Councilmember Stanton, second by Councilmember Carson to excuse Councilmember Hendricks from this Council meeting. The motion carried 5-0. Staff Present: Harry Staven, Dana Barnard, Randy Harrison, Lori Barnett, Bob Goodman, Chuck Zimmerman. PLEDGE OF ALLEGIANCE PROCLAMATION Mayor Lacy read a proclamation declaring October 23, 1999, as "Make a Difference Day". MAYOR'S REPORT Mayor Lacy said the Public Defender Contract would expire in December 1999. He said the current contract is split between two firms, Nick Yedinak of Estes and Yedinak; and Eric Guinan of David Bohr Law Offices. He added the 1999 contract amount was thirty-three thousand six hundred dollars. Mayor Lacy asked if Council wanted to contract with the current law firms or advertise a request for proposal for Public Defender Services. Council agreed by consensus to advertise a request for proposal for Public Defender Services. Mayor Lacy said he has asked Councilmember Stanton to contact other jurisdictions regarding Public Access Programming. He added a meeting has been set with other jurisdictions to consider participation in the project.. Mayor Lacy said there are issues regarding employee classifications and position parity in the employee personnel manual that will need to be considered in the budget process. He added the personnel manual should be ready for city employees to review and make comments on, in the next two weeks. Mayor Lacy explained the City has previously applied for grants for street improvements that will be constructed by the Mall. Mayor Lacy stressed that he would endeavor to utilize grant funds to reduce the cash outlay for the City's potential contribution to the project. Council Action: A motion was made by Councilmember Carson, second by Councilmember Buckner authorizing the Mayor to negotiate up to two and one half million dollars pursuant to guidelines and conditions being met. The motion carried, 5-0. COUNCIL REPORTS Councilmember Buckner said the Regional Transportation Planning Organization will hold a summit at the Wenatchee Convention Center on November 10, at 6:00 p.m. Councilmember Buckner said the topic at the Council of Governments meeting was the Endangered Species Act. Mayor Lacy asked if a Councilmember would be available to attend the LINK meeting on October 19, in Councilmember Aiken's absence. Councilmember Stanton said he would attend the LINK meeting.
