Councilmembers Present: Councilmember Buckner, Councilmember Carson, Councilmember Aiken,
Councilmember Smet, Councilmember Stanton, Councilmember Hendricks, Councilmember Nash,
Mayor Lacy.

PLEDGE OF ALLEGIANCE
PRESENTATIONS
Blair Henry, representing Northwest Council on Climate Change, gave a slide presentation on the Impacts
of Global Warming. Mr. Henry said the activity that is most likely to have a large impact on the climate is
the burning of "fossil fuels" such as coal, oil, and gas. He added these fuels contain carbon. Burning them
makes a carbon dioxide gas, which traps solar heat in the atmosphere. On average, this may warm the
earth and change the climate in other ways. For example, it might change the severity and duration of
storms and droughts.
Sheri Smith of LeMaster & Daniels gave a presentation regarding the Wenatchee Valley Mall
Redevelopment. Ms. Smith explained her review of Center Oak's analysis. The analysis figures were
based on the City subsidizing two million five hundred thousand dollars. She added, conservatively, the
City would make six million three hundred thousand dollars in additional tax revenues over twenty years.
MAYOR'S REPORT
Mayor Lacy said that during the "mall wars" the City agreed to participate with the previous mall owners
by committing four million dollars towards a parking garage. He added this developer believes it is not
appropriate to ask for that much because the redevelopment can be done without a parking garage.
Mayor Lacy said the City has applied for grants for street improvements that could take care of such a
commitment. He added another option would be for the City to issue bonds and pay Center Oak when the
project is completed.
DEPARTMENT REPORT
Community Development Director Lori Barnett gave an update on the Stormwater Utility. She said they
are looking at potential routes to divert some of the water flow along Kentucky Street and away from the
downtown area. She added the County will be considering a contract amendment with KCM to prepare a
preliminary design, cost estimates, and a preferred alternative for the runoff.

Council discussed making the following changes to the agreement:
Make Grant County the legal venue; prorate unused life of road; define out-of-pocket expenses; one year
payback.
Council Action: A motion was made by Councilmember Aiken, second by Councilmember Hendricks to
have the Planning Director, Lori Barnett, modify the interlocal agreement between the City of East
Wenatchee and Douglas County to include the changes discussed and bring it back to the next Council
meeting. The motion carried, 7-0.
ORDINANCE
99-09-03 Second reading of an ordinance amending several provisions in Title 5 of the East
Wenatchee Municipal Code relating to Business Taxes, License and Regulations.
Repealing several chapters that have been determined to be unnecessary.
Mayor Lacy read the ordinance summary.
ORDINANCE 99-12
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON.
AMENDING SEVERAL PROVISIONS IN TITLE 5 OF THE EAST WENATCHEE
MUNICIPAL CODE RELATING TO BUSINESS TAXES, LICENSE AND
REGULATIONS, INCLUDING AMENDMENTS TO CHAPTERS 5.04-BUSINESS
LICENSE FEES; S.OS-CABARETS; 5.12-PAWN BROKERS AND SECOND HAND
DEALERS; AND 5.16-TAXI-CABS; REPEALING CHAPTERS 5.20-LIQUOR
ESTABLISHMENT REGULATIONS; 5.24-MERCHANT POLICEMAN; 5.29-
OUTDOOR ADVERTISING; AND 5.32-SELF SERVICE GASOLINE STATIONS;
CONTAINING A SEVERABILITY CLAUSE; AND ESTABLISHING AN
EFFECTIVE DATE.
Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Stanton
to approve the ordinance relating to Business Taxes, License and Regulations. Repealing several chapters
that have been determined to be unnecessary. The motion carried, 7-0.
COUNCIL REPORTS
Councilmember Hendricks said he attended the LINK Board Meeting on September 21, he added the
Board voted to keep the current LINK board structure the same.
