Councilmembers Present: Councilmember Carson, Councilmember Aiken, Councilmember Hendricks,
Councilmember Stanton, Councilmember Buckner, Councilmember Nash, Councilmember Smet, Mayor
Lacy.

CITIZEN COMMENTS
Bruce Alden Banister said Council has had time to consider any action that may be taken regarding the
Notice of Deficiency of Bond.
Mayor Lacy said the citizen comments item on the agenda was for citizens to be able to make comments
and is not appropriate for a discussion regarding legal issues in an open meeting.
City Attorney Zimmerman clarified that the City of East Wenatchee is a non -charter Code City and
therefore follows RCW 35A.
PRESENTATION
Chelan and Douglas Senior Meals program Director Jennifer Oatey said that East Wenatchee seniors
received 895 meals as of June 1999. She added the seniors donated an average of ninety-nine cents per
meal (compared to the suggested donation of two dollars and fifty cents per meal). Ms. Oatey said the
program relies upon the community for additional funding to help homebound seniors and the
continuation of delivering the meals. Ms. Oatey asked Council to consider a five hundred dollar donation
to the Chelan and Douglas Counties Senior Meals program in the 2000 budget process.
Mayor Lacy said the request would be taken under advisement during the budget process.
MAYOR'S REPORT
Mayor Lacy said LINK will hold a special meeting to review the composition of the LINK Board of
Directors. The meeting is scheduled for Tuesday, September 21, 1999 at 6:00 p.m. at the Washington
State Department of Transportation Maintenance Office. Mayor Lacy said he would be attending the
meeting.

Council Action: A motion was made by Councilmember Buckner, second by Councilmember Stanton
authorizing the Mayor to sign the agreement for the street overlay project which includes Huber Court,
Cherry Circle, Colorado Avenue, and Devon Avenue (South of 9a' Street). The motion carried, 7-0.
Councilmember Hendricks read a letter from the Wenatchee World Safety Valve:
Flat No More
I wish to publicly say thanks to two local law enforcement officers who came to
my assistance recently.
Officer Chowning of the Washington State Patrol and Officer Webley of the
East Wenatchee Police Department stopped and changed my tire, which went
flat on my way to do some shopping with my children.
They didn't have to stop — it was daylight in a safe place — and they didn't have
to change the tire. The kids and I could have walked home and I would have
changed it later with my husband. However, they chose to help me, and I am
grateful. The Officers set a great example of service to others.
