REGULAR SESSION OF THE CITY COUNCIL CONVENED

ROLL CALL
Councilmembers Present: Councilmember Hendricks, Councilmember Stanton, Councilmember
Carson, Councilmember Buckner, Councilmember Nash, Mayor Lacy. Councilmember Aiken, excused.
Council Action: A motion was made by Councilmember Carson, second by Councilmember Nash to
excuse Councilmember Aiken from this Council meeting. The motion carried 5-0.
Staff Present: Harry Staven, Dana Barnard, Randy Harrison, Lori BameM Darin Bender, Gil Sparks.

CONSENT CALENDAR
Council Action: A motion was made by Councilmember Buckner second by Councilmember Hendricks
to approve the consent calendar as presented. The motion carried, 5-0.
Consideration of minutes — Regular Session, July 19, 1999
PLAT ALTERATION
99-08-01 Request for a Plat Alteration to alter lots 28, 29, and 30 of Briarwood Subdivision
Community Development Director Barnett reviewed the staff report and exhibits of the Plat Alteration
request. She added the applicant's proposal complies with the requirements of the Zoning Ordinance and
the land use and density recommendations of the Comprehensive Plan.
Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Stanton
to approve the request for Plat Alteration to alter lots 28, 29, and 30 of the Briarwood Subdivision; adopt
the findings of fact and authorize the Mayor to sign the mylar. The motion carried, 5-0.
DEPARTMENT REPORT
City Administrator Staven gave Council information on Initiative 695.
Councilmember Buckner asked what the revenue loss would be to the City if Initiative 695 passes.
City Administrator Staven said the City would lose seventy-eight thousand to eighty-four thousand
dollars in revenues based on the 1999 budget. He added the amount could be more, with other entities
passing the loss to the City through interlocal agreements.
MAYOR'S REPORT
Mayor Lacy said he had met with City employees to inform them he would be working on updating the
Employee Handbook to make city personnel policies more consistent with each other and to try to bring
city salaries closer to parity with other cities. He added he hoped to have it completed in time to be
included in the 2000 budget process.
