LACY PRESIDING JUNE 7, 1999 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Buckner, Councilmember Carson, Councilmember Mikow, Councilmember Stanton, Councilmember Hendricks, Councilmember Nash, Mayor Lacy. Councilmember Aiken excused. Council Action: A motion was made by Councilmember Nash, second by Councilmember Mikow to excuse Councilmember Aiken from this Council meeting. The motion carried 5-1. (Hendricks abstained) Staff Present: Harry Staven, Dana Barnard, Linda Countryman, Randy Harrison, Darin Bender, Bruce Nash, Mike Martz, Chuck Zimmerman. PLEDGE OF ALLEGIANCE CITIZEN COMMENTS Dick Olton, East Wenatchee resident, said he has heard a lot of things about fluoride and said he is in favor of fluoridation in city water. However, he said he is against people not having the choice of having fluoride in their drinking water when other forms of fluoride are available. Douglas County Auditor Thad Duvall said the filing period for the 1999 election process will be the last week in July. He added the odd year elections may be done by mail and asked Council to consider a mail -in ballot for the primary election. PRESENTATIONS Douglas County Port District Boardmember Bob Corkrum gave an update of the Industrial Park at Pangbom. Mr. Corkrum said the Industrial Park has all utilities except sewer. Mr. Corkrum said Coca- Cola will be a tenant of the Industrial Park using eight acres of property adjacent to the Executive Flight building. Mr. Corkrum said the runways have been repaved with new lighting and signs. He added the Forest Service base is looking at moving to the Waterville airport. Chelan Douglas Regional Oral Health Maintenance representative Pam Pass gave a presentation and showed a video in favor of fluoridating the water to help prevent tooth decay and gum disease. Ms. Pass added fluoridation in community water is the single most effective public health measure to protect the American population against dental disease. Council Action: A motion was made by Councilmember Stanton, second by Councilmember Mikow to publicly endorse adding fluoride to the community water. The motion carried, 5-0. (Hendricks abstained) DEPARTMENT REPORTS City Administrator Staven said the first recycling report showed some recycled items do not bring the anticipated revenues because the price is determined by the market, and the items have become a traded commodity. Mr. Staven said staff recommendation is to wait and see what effect Waste Management's purchase of the Ellensburg company has on the local economy. The motion carried, 6-0. Consideration of minutes -- Regular Session, May 17, 1999 �6e nstderefiex-ei�ttis- 99-06-013. Set July 6, 1999 as the date for a public hearing regarding the Six Year Transportation Program ORDINANCE 99-06-02 4. First reading of an ordinance relating to junk vehicles Mayor Lacy read first reading of the ordinance. SURPLUS AUTHORIZATION 99-06-02 5. Authorization to surplus items at the Northwest Auction to be held at the Chelan County shops on June 26, 1999. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Buckner authorizing the surplus of items for the Northwest Auction to be held at the Chelan County shops on June 26, 1999. The motion carried, 6-0. COUNCIL REPORTS Councilmember Buckner said he had attended a Quest meeting on Economic Development and anyone interested in the information could contact him. Councilmember Buckner asked Police Chief Harrison about gang activity in the City after the tragic fatality of a Quincy youth which was related to gang violence. Chief Harrison said there is a zero tolerance policy toward gangs and there has not been any increase in crime rates in the City of East Wenatchee. Councilmember Carson said he had attended the LINK board meeting in Councilmember Aiken's absence.
