ROLL CALL
Mayor Pro -tern Nash opened the meeting at 6:50 p.m.
Councilmembers Present: Councilmember Carson, Councilmember Buckner, Councilmember Nash,
Councilmember Stanton, Councilmember Mikow, Councilmember Hendricks, Mayor Lacy arrived at
7:10 p.m. Councilmember Aiken, excused.
Staff Present: Harry Staven, Dana Barnard, Bob Goodman, Lori Barnett.
PLEDGE OF ALLEGIANCE
Douglas County Engineer Ed Loidhammer and East Wenatchee Community Development Director Lori
Barnett gave a presentation to define the amendments to the Surface and Storm Water Utility ordinance.
PUBLIC HEARING
99-04-08 A public hearing regarding a Surface and Storm Water Utility
Mayor Lacy opened the public hearing at 7:10 p.m.
The following spoke in favor of a Surface and Storm Water Utility

The following expressed concerns of implementing the Surface and Storm Water Utility

The concerns consisted of:
the type of system that diverts the water rather than retaining and recharging the ground water; business
owners that have previously developed a stone water system and will be required to participate in the new
system; wheat fields not included in the boundary that contribute silt to the lower areas; areas in the
boundary that do not have a stone water problem yet will be required to be part of the utility; the Surface
and Stone Water Utility should go on the ballot and allow the citizens to vote on the issue; the credit fees
should be revisited.

Amendment to April 21, 1999 Council Minutes
Lori Barnett, Community Development Director, read a requested amendment to
the ordinance that had been recommended by the Citizen Advisory Committee
and inadvertently left out of the city and county ordinances. The amendment
stated: "An owner of property that donates an easement or right of way to the City
of East Wenatchee storm water improvements shall be eligible for an exemption
from the service charge for development existing at the time the donation occurs.
The exemption shall not apply to development that occurs following the donation."
She explained that the amendment was to be added to the exemption section of
the ordinance.
Councilmember Hendricks asked if the proposed amendment would apply to the
Fred Meyer project and the easement on that property. Lori Barnett explained that
section would not be applicable in the Fred Meyer situation since the original
grantor of the easement was the previous property owner and the amendment
specifically states that the exemption does not apply to development that occurs on
the property after the easement has been granted.
