The amendment stated: "An owner of property that donates an easement or right of way to the City of East Wenatchee storm water improvements shall be eligible for an exemption from the service charge for development existing at the time the donation occurs. The exemption shall not apply to development that occurs following the donation." She explained that the amendment was to be added to the exemption section of the ordinance. Councilmember Hendricks asked if the proposed amendment would apply to the Fred Meyer project and the easement on that property. Lori Barnett explained that section would not be applicable in the Fred Meyer situation since the original grantor of the easement was the previous property owner and the amendment specifically states that the exemption does not apply to development that occurs on the property after the easement has been granted. 9
