Councilmembers Present: Councilmember Aiken, Councilmember Buckner, Councilmember Nash,
Councilmember Stanton, Councilmember Mikow, Councilmember Hendricks, Councilmember Carson,
Mayor Lacy.
Staff Present: Harry Staven, Dana Barnard, Randy Harrison, Lori Barnett, Bob Goodman, Joni Petersen,
Darin Bender, Joan Sims.

CITIZEN COMMENTS
Harry Staven presented a petition regarding an Environmental Impact Statement to use the Fast Flux Test
Facility at Hanford to produce medical isotopes.
DEPARTMENT REPORTS
Municipal Court
Court Administrator Petersen gave an activity report for January and February 1999. She added the
collection agency is working with the court to set up a charge card payment program.
Community Development
Community Development Director Barnett said the Fred Meyer Project has purchased a filling and
grading permit. She added in the original project plans, the utility poles were placed in the middle of
Grant Road Viewpoint Park and she recommended the utility poles be moved just inside the retaining
wall of the park to defer additional costs to the developer.
Council agreed by consensus to relocate the utility poles inside the retaining wall of the Park.
Community Development Director Barnett said a public hearing regarding the implementation of a one-
year moratorium on the acceptance of applications for licenses and permits for the establishment of adult
entertainment facilities will be held at the April 5, Council meeting.
Executive
City Administrator Staven said he received an Association of Washington Cities action call to secure
existing water rights to municipalities.
City Administrator Staven said, included in the packet was a memo regarding a change in janitorial
services. Mr. Staven introduced Varsity Contractors district manager Don Whitley and local manager
Monty Chittum. This company has been contracted for janitorial services.

COUNCIL REPORTS
Councilmember Buckner reminded Council of the Council of Governments meeting which will be held at
City Hall on Thursday, March 25, from 9:00 a.rrL to 12:00 p.m. He added the topics of discussion would
include: Kids First; Year 2000; Diversity; Working together for the Twenty —First Century; and Economic
Development.
Councilmember Stanton said he had attended an Arbor Day meeting as a City representative. He added
the City's donation would supply trees and shrubs for the greater East Wenatchee area.
Councilmember Carson said he had attended the Friends for the Library meeting regarding possible
solutions for adding additional space to the library. He added an architect would be available to give
estimates at the next meeting, which will be held Tuesday, March 16 at 7:00 p.m. at City Hall.
Mayor Lacy said he would add a discussion on Council Committees and committees on which Council
serve to the Council Retreat agenda.
