CITIZEN COMMENTS
Alan Baldwin, SE Second Street, expressed concerns about the City of East Wenatchee forming a
Cultural Relations Advisory Board. He added he would like to see the City of East Wenatchee join with
the City of Wenatchee and work towards a common goal.
Sandy Northrup representing the East Wenatchee Chamber of Commerce said the Chamber has applied
for a grant for a park at the corner of Valley Mall Parkway and SR28. She asked Council for the City's
support in donating the gazebo and two picnic tables.
Council Action: A motion was made by Councilmember Hendricks, second by Councilmember
Buckner to donate the gazebo and two picnic tables to the East Wenatchee Chamber of Commerce for a
park at the comer of Valley Mall Parkway and SR28. The motion carried, 7-0.
PRESENTATIONS
Electronic Home Monitoring
Judge Barker said the state's new driving under the influence law requires him to use electric home
monitoring for all second time drunken driving offenders. He added electronic home monitoring would
allow the City to lower its current expense to incarcerate offenders.
Probation Services
Judge Barker said with the electronic home monitoring there is a need for a probation department. He
said by charging fees for probation services, the City could collect additional revenues. He added the
two employees in the court department could be grandfathered in under the existing law regarding
qualifications as probation officers. However, with the added duties an increase in pay would be
requested and the addition of a part-time employee.

CONSENT CALENDAR
Council Action: A motion was made by Councilmember Carson, second by Councilmember Stanton to
approve the consent calendar as presented. The motion carried, 7-0.
1. Consideration of minutes -- Regular Session, January 19, 1999
2. Consideration of Bills --
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing that has
been made available to Council.
As of this date, February 1, 1999, Council does approve warrant numbers 8776 through 8805 in the total
amount of $22,811.91. Warrant number 8778 was voided.
Council does approve payroll warrant numbers 16070 through 16142, and 980096 in the total amount of
$125,101.64, paid December 4, 1998, for the month of November 1998.
Council does approve payroll warrant numbers 16143 through 16145, in the total amount of 5691.39,
paid December 1, 1998, for sick leave buy back.
Council does approve payroll warrant numbers 16146 through 16218, and 980107 in the total amount of
$125.988.89, paid January 5, 1999, for the month of December 1998.
ACTION ITEMS
99-02-01 Internet Use Procedures and E-Mail Protocol
Councilmember Aiken recapped what the changes were to the draft policy identifying appropriate uses of
the intemet and protocol for the use of electronic mail by City staff.
Legal Counsel Zimmerman offered additional suggestions to clarify the policy.
Council Action: A motion was made by Councilmember Stanton, second by Councilmember Mikow to
adopt the policy identifying appropriate uses of the internet and protocol for the use of electronic mail
with the suggested revisions of legal counsel. The motion carried, 7-0.
99-02-02 Final action regarding a Planning Commission recommendation for a Shoreline
Substantial Development Permit
Community Development Director Barnett said the Planning Commission has recommended approval of
a shoreline substantial development permit subject to conditions listed in a notice of decision. Ms.
Barnett said the permit authorizes the construction of a storm water drainage system to serve a proposed
retail store, associated parking lot; conveyance pipeline to serve the proposed East Wenatchee and
Douglas County Storm Water Utility system for the Canyon A drainage area; and relocation of the Grant
Road storm drainage system.
