CITY OF EAST WENATCHEE, WASHINGTON
REGULAR SESSION OF THE CITY COUNCIL CONVENED
MAYOR STEVEN C. LACY PRESIDING
JANUARY 19, 1999
6:30 P.M.
ROLL CALL
Councilmembers Present: Councilmember Hendricks, Councilmember Carson, Councilmember
Stanton, Councilmember Nash, Councilmember Aiken, Councilmember Buckner, Mayor Lacy.
Councilmember Mikow, excused.
Council Action: A motion was made by Councilmember Hendricks second by Councilmember Buckner
to excuse Councilmember Mikow from this Council meeting. The motion carried, 6-0.
Staff Present: Harry Staven, Dana Barnard, Linda Countryman, Bob Goodman, Randy Harrison, Nick
Wiltz, Lori Barnett, Darin Bender, Bruce Nash, Joan Sims, Gil Sparks.

CITIZEN COMMENTS
LINK Outreach Specialist Sandy Northrup said LINK has two service concepts for improving the bus
routes and schedules. She added questionnaires have been made available to the public and should be
returned to LINK before January 31, 1999, with comments regarding the proposed changes.
PRESENTATIONS
Medical Savings Account
VEBA representative Richard Dickman gave a presentation on a Medical Benefits Plan which is now
available for public sector employees to fund their "out-of-pocket' medical expenses.
City Administrator Staven said a resolution adopting the Medical Benefits Plan will be drafted and
included on the February 16, Council meeting agenda.
Team East Wenatchee Event Calendar
City Administrator Staven said Team East Wenatchee held a Bagel Fair at which a safety committee and
individual wellness goals were discussed. He said the team has scheduled several events for the year
which involve citizens and employees of the City of East Wenatchee. He added the Association of
Washington Cities has two sources of funding from which cities may request grants.

As of this date, January 19, 1999, Council does approve warrant numbers 8695 through 8751 in the total
amount of $190,930.86, for 1998 payables. Warrant numbers 8700, 8720 and 8721 were voided.
Council does approve warrant numbers 8693, 8694 and 8752 through 8775 in the amount of $27,737.66,
for 1999 payables.
ORDINANCE
99-01-02 Second reading of an ordinance providing for the transfer of sick leave between employees
Council Action: A motion was made by Councilmember Buckner, second by Councilmember Carson to
adopt an ordinance providing for the transfer of sick leave between employees. The motion carried, 6-0.
Mayor Lacy read the ordinance title.
ORDINANCE NO. 99-2
AN ORDINANCE OF THE CITY OF EAST WENATCHEE WASHINGTON,
ADDING A NEW SECTION 2.36.090 TO THE EAST WENATCHEE MUNICIPAL
CODE ENTITLED SHARED LEAVE PROVIDING FOR THE TRANSFER OF
SICK LEAVE BETWEEN EMPLOYEES AND ESTABLISHING THE
CONDITIONS THEREFORE AND SETTING AN EFFECTIVE DATE.
EXECUTIVE SESSION
Mayor Lacy called a twenty minute executive session regarding Union Negotiations and the
interpretation of a legal contract.
CONVENED - 7:25 P.M.
Mayor Lacy extended the executive session an additional ten minutes.
RECONVENED - 7:55 P.M.
Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Carson
to approve a labor agreement between the City of East Wenatchee and Teamsters Union, Local No. 760.
The motion carried 6-0.
