LACY PRESIDING MARCH 13, 2000 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Buckner, Councilmember Carson, Councilmember Aiken, Councilmember DeWitt, Councilmember Stanton, Councilmember Hendricks, Councilmember Nash, Mayor Lacy. Staff Present: Linda Countryman, Randy Harrison, Bob Goodman, Teresa Allen, Jeff Morrison, Darin Bender, Chuck Zimmerman. PLEDGE OF ALLEGIANCE PROCLAMATION Mayor Lacy read a proclamation designating April 2000 as Child Abuse Prevention and Awareness Month and April 20, 2000, as CASA/GAL Child Advocate Day, in the City of East Wenatchee. MAYOR'S REPORT Mayor Lacy said the final budget document had been completed. Council received copies at the meeting Mayor Lacy said Douglas County Prosecutor Steve Clem had concluded charges implemented by Charter Communications for use of local public access equipment, were a possible violation of I-695. Mayor Lacy said a determination from Municipal Research indicated the charges were not a violation of I-695. However, the City's agreement to participate in payment of the charges required participation from the other jurisdictions as well. Mayor Lacy said he had advised Gene Sharratt of the North Central Educational Service District, to move forward with only the City of Wenatchee participating. In response to a question from Councilmember Buckner, Mayor Lacy said East Wenatchee would still be allowed use of the equipment. Mayor Lacy reminded Council of the Association of Washington Cities Annual Conference in Spokane, June 21 through 23. He added Councilmembers who wished to attend and stay at the conference motel, needed to notify the city treasurer as soon as possible. Mayor Lacy said he had received a fax from the Housing and Urban Development (HUD) Program stating it would be selling repossessed homes to local Washington governments for one dollar. Mayor Lacy said the list of houses included one in East Wenatchee. He said he would look into the details. Mayor Lacy said a networking meeting of community leaders had been held on March 7. He said there was a large turn out and many positive comments following the meeting. Another meeting has been scheduled for the second week of April. He said Mission Ridge was a common topic of concern among the attendees. Mayor Lacy said gifting of the VFW Hall was still a pending issue. He added Legal Counsel Chuck Zimmerman had reviewed the issue and felt the City could accept the gift. Mayor Lacy read the resolution title. RESOLUTION 20004 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST WENATCHEE, WASHINGTON, ESTABLISHING A LOCAL MEALS POLICY. Mayor Lacy said the State Auditor's Office had recommended the establishment of a local meals policy. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Stanton, to adopt the resolution establishing a local meals policy. The motion carried, 7-0. DISCUSSION Mayor Lacy said he had received a letter from the Mayor of the City of Bremerton seeking financial assistance from Washington cities for the I-695 lawsuit. After discussion, Council agreed by consensus, based on the overwhelming percentage of Douglas County voter approval of I-695, not to take any action at this time. COUNCIL REPORTS Councilmember George Buckner reported on the Tree City USA meeting. Mr. Buckner said to qualify for the title of Tree City USA, the following four criteria must be met: 1. City must celebrate Arbor Day activities on April 10, 11, 12, and 13, 2000 2. A Tree Board must be established 3. A Tree Ordinance must be adopted 4. Minimum Budget requirements must be met Councilmember Buckner added the title of Tree City USA would promote the quality of life and beautification within the City. Councilmember Carson thanked Council for the opportunity to serve the City. He said with his resignation, a representative would need to be appointed to the East Wenatchee Chamber of Commerce Board.
