REGULAR SESSION OF THE CITY COUNCIL CONVENED

ROLL CALL
Councilmembers Present: Councilmember Stanton, Councilmember Aiken, Councilmember Hendricks,
Councilmember Buckner, Councilmember DeWitt, Councilmember Carson, Mayor Lacy.
Councilmember Nash absent.
Council Action: A motion was made by Councilmember Carson, second by Councilmember Stanton to
excuse Councilmember Nash from this Council meeting. The motion carried 6-0.
Staff Present: Dana Barnard, Linda Countryman, Randy Harrison, Lori Barnett, Bob Goodman, Darin
Bender, Bruce Nash, Chuck Zimmerman.
PLEDGE OF ALLEGIANCE
PROCLAMATIONS
Mayor Lacy read a proclamation honoring the Special Olympic athletes and their Special Olympic Winter
Games.
CONSENT CALENDAR
Council Action: A motion was made by Councilmember Hendricks, second by Councilmember DeWitt
to approve the consent calendar as presented. The motion carried, 6-0.
1. Consideration of minutes -- Regular Session, January 10, 2000
2. Consideration of Bills — 1999 and 2000
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense
reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing that has
been made available to Council.
As of this date, January 24, 2000, Council does approve warrant numbers 9369 through 9689 in the total
amount of $99,902.53, for 1999 payables. Warrant numbers 9664 and 9676 were voided. Council does
approve warrant numbers 9638, 9690 through 9717 in the total amount of $38,094.27, for 2000 payables.
AGREEMENT
00-01-02 Draft lease agreement between East Wenatchee Property L.L.C., East Wenatchee
Property II, L.L.C., and the City of East Wenatchee.
Mayor Lacy said the agreement was not in final form yet. He added he would not be recommending
approval of the agreement at this meeting.

Community Development Director Barnett said the City currently has no uniform, consistent and
comprehensive standards for the size, location, or height of signs within the various zoning districts other
than the adoption of the Uniform Sign Code.
Council received a copy of the staff report and the Planning Commission recommended approval.
00-01-08 First reading of an ordinance authorizing the lease with option to purchase of certain
rights of way and street improvements and the transfer to the City of parking easements.
Mayor Lacy said the ordinance would be brought back for first reading in conjunction with the lease
purchase agreement.
RESOLUTION
00-01-09 A resolution adopting a flexible spending account for the City's employees.
Mayor Lacy said he had received a letter from Teamsters Local 760 requesting that the union employees
be allowed to participate in the flexible account already available to non -bargaining unit employees.
Council Action: A motion was made by Councilmember Stanton, second by Councilmember Hendricks
to adopt the resolution for flexible spending account for the City's employees. The motion carried 6-0.

RESOLUTION 2000-1
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST
WENATCHEE, WASHINGTON, ADOPTING A FLEXIBLE SPENDING
ACCOUNT FOR THE CITY'S EMPLOYEES.
DISCUSSION
Appointments to LINK, the Storm Water Utility group, the North Central Regional Transportation
Planning Organization (NCRTPO), The Metropolitan Planning Organization (MPO), and Mayor pro-tem
for 2000.
Council agreed by consensus to appoint Councilmember Buckner to the Storm Water Utility group, the
North Central Regional Transportation Planning Organization, and the Metropolitan Planning
Organization.
Mayor Lacy said he would attend the Solid Waste Advisory Committee meetings.
Council Action: A motion was made by Councilmember Carson, second by Councilmember Aiken to
appoint Councilmember Stanton as the City's representative to the LINK Board and Councilmember
DeWitt as the alternate. The motion carried 6-0.
Council Action: A motion was made by Councilmember Buckner, second by Councilmember Carson to
appoint Councilmember Hendricks as Mayor pro-tem for 2000. The motion carried 6-0.
