OATH OF OFFICE
Mayor Lacy, Councilmember Nash, Councilmember Stanton, Councilmember Carson, and
Councilmember Hendricks were sworn in for their oath of office by City Clerk Barnard.
ROLL CALL
Councilmembers Present: Councilmember DeWitt, Councilmember Nash, Councilmember Hendricks,
Councilmember Carson, Councilmember Stanton, Mayor Lacy. Councilmember Aiken and
Councilmember Buckner absent.
Council Action: A motion was made by Councilmember Nash, second by Councilmember DeWitt to
excuse Councilmember Aiken from this Council meeting. The motion carried 5-0.

excuse Councilmember Buckner from this Council meeting. The motion carried 5-0.
Staff Present: Dana Barnard, Randy Harrison, Lori Barnett, Bob Goodman, Bruce Nash, Chuck

PRESENTATIONS
East Wenatchee Executive Director, Dawn Collings gave a 4 ° quarter report for 1999.
MAYOR'S REPORT
Mayor Lacy said the Association of Washington Cities will be holding the annual Legislative Action
Conference in Olympia, February 9-12, 2000.
Mayor Lacy said there is a vacancy on the North Central Regional Transportation Planning Organization.
He asked if a Councilmember would be interested in filling the vacancy.
Mayor Lacy said the Storm Water Utility needs a representative from the City Council. Mayor Lacy said
he would like to rotate the duty of representative among the Councilmembers to ensure they remain
informed.
Mayor Lacy said an ordinance has been drafted to participate in the development of a shared local access
television production program through purchase of equipment by the City of Wenatchee that would serve
East Wenatchee, Wenatchee, Chelan County, and Douglas County. He added the ordinance would be
placed on the agenda when the City has received notification of the other jurisdictions involvement.

Planning Director Barnett said an ordinance amending certain sections of Title 17 to establish regulations
governing the siting of adult entertainment facilities was anticipated to be reviewed by the Planning
Commission and completed before the license renewal process of existing panoram businesses.
Councilmember Hendricks noted that the moratorium ordinance (99-6), which was passed on April 19,
1999, states that renewals would not be affected by the moratorium.
