PRESENTATION
President Bill McDowell, Mission Ridge and Marketing Director Charlie Naismith Mission Ridge gave a
presentation regarding a Public Development Authority (PDA) and a Public Facilities District (PFD), a
public corporation to assist in the development of Mission Ridge. Mr. McDowell said timing for the
approval of a PDA is critical for Mission Ridge to purchase new water permits, which would aid in
construction of a reservoir and for snow making purposes. He added other improvements would be
included based on the entities involved in the PFD making financial support possible. He added the tax
money that would be used for the project would come from sales tax that has been collected for the
Seahawks Stadium which will go to the I-5 Corridor project if it is not claimed for the Mission Ridge
Proj ect.
