ROLL CALL Councilmembers Present: Councilmember Nash, Councilmember DeWitt, Councilmember Aiken, Councilmember Hendricks, Councilmember Bremmer, Councilmember Smet, Councilmember Buckner, Mayor Lacy. PLEDGE OF ALLEGIANCE CONSENT CALENDAR Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Buckner to approve the consent calendar as presented. The motion carried, 7-0. 1. Consideration of minutes -- Regular Session, November 27, 2000 2. Consideration of Bills — Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing that has been made available to Council. As of this date, December 11, 2000, Council does approve warrant numbers 10555 through 10628, in the total amount of $80,728.15. Council does approve payroll warrant numbers 17934 through 18010 and 200162 in the total amount of $142,539.52, paid December 5, 2000, for the month of November 2000. PUBLIC HEARING 00-12-01 A public hearing on the final proposed 2001 East Wenatchee Budget Mayor Lacy opened the public hearing at 6:33 p.m. Hearing no comment Mayor Lacy closed the public hearing at 6:34 p.m. EXECUTIVE SESSION At 6:35 Mayor Lacy called a fifteen minute executive session regarding potential litigation. He excused Councilmember Bremmer due to a conflict of interest. The motion carried 7-0. Mayor Lacy read the ordinance summary ORDINANCE 2000-22 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON, ADDING A NEW CHAPTER 4.38 TO THE EAST WENATCHEE MUNICIPAL CODE, ENACTING A TAX ON SOCIAL CARD GAMES, PROVIDING FOR NECESSARY ADMINISTRATIVE PROCEDURES FOR COLLECTION AND ENFORCEMENT OF THE TAX, PROVIDING FOR VIOLATIONS AND PENALTIES, REPEALING ORDINANCE 2000-18, CONTAINING A SEVERABILITY CLAUSE AND SETTING AN EFFECTIVE DATE FOR THE TAX AND FOR THIS ORDINANCE. 00-11-12 Second reading of an ordinance adopting the East Wenatchee 2001 budget Mayor Lacy said enclosed in the Council packet was a Tourism Advisory Committee recommendation for allocation of Stadium Funds. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember DeWitt to pass the ordinance adopting the East Wenatchee 2001 Budget. The motion carried, 7-0 Mayor Lacy read the ordinance summary ORDINANCE 2000-21 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EAST WENATCHEE ADOPTING THE FINAL BUDGET OF THE CITY FOR THE FISCAL YEAR COMMENCING JANUARY 1, 2001, AND APPROVING AN ORDINANCE SUMMARY FOR PUBLICATION. PRESENTATION President Bill McDowell, Mission Ridge and Marketing Director Charlie Naismith Mission Ridge gave a presentation regarding a Public Development Authority (PDA) and a Public Facilities District (PFD), a public corporation to assist in the development of Mission Ridge. Mr. McDowell said timing for the approval of a PDA is critical for Mission Ridge to purchase new water permits, which would aid in construction of a reservoir and for snow making purposes. He added other improvements would be included based on the entities involved in the PFD making financial support possible. He added the tax money that would be used for the project would come from sales tax that has been collected for the Seahawks Stadium which will go to the I-5 Corridor project if it is not claimed for the Mission Ridge Proj ect.
