LACY, PRESIDING NOVEMBER 13, 2000 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Buckner, Councilmember Smet, Councilmember Aiken, Councilmember DeWitt, Councilmember Bremmer, Councilmember Hendricks Councilmember Nash, Mayor Lacy. Staff Present: Dana Barnard, Linda Countryman, Randy Harrison, Bob Goodman, Teresa Allen, Lori Barnett, Bruce Nash, Darin Bender, Chuck Zimmerman. PLEDGE OF ALLEGIANCE PRESENTATION Wenatchee Valley Convention and Visitors Bureau Executive Director Joyce Vognild gave a third quarter report. MAYOR'S REPORT Mayor Lacy said with the merging of the two Chambers, forming a valley -wide Chamber of Commerce, the Wenatchee Valley Convention and Visitors Bureau might be a good option to take on some of East Wenatchee's events, such as the Classy Chassis. He added that the East Wenatchee Chamber of Commerce 2001 stadium fund request is sixteen thousand dollars. Mayor Lacy recommended deferring allocation for these funds until resolution of the Chamber issue. Mayor Lacy said the next scheduled budget meeting will be November 15, 2000. He added the preliminary budget would be available on November 20, 2000. Mayor Lacy said the Tourism Advisory Committee will be meeting to decide on the stadium fund allocations. Mayor Lacy said the Budget Committee discussed the possibility of imposing a gambling tax. Washington State Gambling Commission Agent Roger Bean told Council the City can tax up to twenty percent of the gross on card rooms and up to five percent of the gross or ten percent, less prizes awarded, on pull tabs. DEPARTMENT REPORT Community Development Director Barnett gave an update on the Storm Water Utility. She said Tetra Tech/KCM, Inc. recently completed a report analyzing various alternative alignments for the conveyance system and storage options for storm water management in the Canyon A drainage basin. The motion carried 7-0. ORDINANCE 2000-16 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON AMENDING SUBSECTION A OF SECTION 10.08.140 OF THE EAST WENATCHEE MUNICIPAL CODE AUTHORIZING RESTRICTIONS ON PARKING BY CITY ORDINANCE AND ADDING A NEW SECTION 10.08.141 TO THE EAST WENATCHEE MUNICIPAL CODE ESTABLISHING FIFTEEN MINUTE PARKING RESTRICTIONS IN THE CITY; CONTAINING A SEVERABILITY CLAUSE AND SETTING AN EFFECTIVE DATE. 00-11-03 First reading of an ordinance setting property tax levies for 2001 Council Action: A motion was made by Councilmember Hendricks, second by Councilmember DeWitt to elevate the ordinance setting property tax levies for 2001 to second reading. The motion carried 7-0. Council Action: A motion was made by Councilmember DeWitt, second by Councilmember Nash to pass the ordinance setting property tax levies for 2001. The motion carried 7-0. ORDINANCE 2000-17 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON AUTHORIZING THE GENERAL PROPERTY TAX LEVY AND ANY INCREASE WHICH MAY BE ALLOWED IN THE AMOUNT UNDER THE NEW CONSTRUCTION, IMPROVEMENTS TO PROPERTY AND STATE ASSESSED PROPERTY PROVISIONS OF RCW 84.55.010; LEVYING THE GENERAL TAXES FOR THE CITY OF EAST WENATCHEE FOR THE FISCAL YEAR COMMENCING JANUARY 1, 2001, ON ALL PROPERTY, BOTH REAL, PERSONAL AND UTILITY IN SAID CITY WHICH IS SUBJECT TO TAXATION FOR THE PURPOSE OF PAYING SUFFICIENT REVENUE TO CARRY ON THE SEVERAL DEPARTMENTS OF SAID CITY FOR THE ENSUING YEAR AS REQUIRED BY LAW; AND ESTABLISHING AN EFFECTIVE DATE. RESOLUTION 00-11-04 A resolution repealing Resolution No. 84-2 relating to fifteen minute parking zones Council Action: A motion was made by Councilmember Strict, second by Councilmember Nash to adopt the resolution repealing Resolution No. 84-2 relating to fifteen minute parking zones. The motion carried 7-0.
