LACY, PRESIDING AUGUST 28, 2000 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Nash, Councilmember Buckner, Councilmember DeWitt, Councilmember Bremmer, Councilmember Smet, Councilmember Aiken, Councilmember Hendricks, Mayor Lacy. Staff Present: Dana Barnard, Linda Countryman, Bob Goodman, Randy Harrison, Lori Barnett, Teresa Allen, Bruce Nash, Ray Yarnell, Chuck Zimmerman. PLEDGE OF ALLEGIANCE MAYOR'S REPORT Mayor Lacy said he had received a letter from the Douglas County Commissioners regarding the Draft Interlocal Annexation Agreement. He said the County would like to proceed with the process previously established where the City and County staff would work together to complete an acceptable draft, which would then be forwarded to a drafting committee, whose membership would include both staff and elected officials of the City and County. Mayor Lacy said the City had received an invitation to rejoin the Wenatchee Chamber of Commerce. He said the Chamber is offering a sixty -dollar special on membership dues for the remainder of the year, with an annual membership fee of two hundred twenty-six dollars commencing January 2001. Council agreed by consensus to join the Wenatchee Chamber of Commerce. PRESENTATION Scott McCallister, Assistant Manager, Social Security gave a report on the Wenatchee Delegation trip to Sister City, Misawa, Japan. He said they stayed two nights in Tokyo then went on to Misawa where they were met at the airport by sixty or more and taken to City Hall where they were met by more than two hundred employees, media and host families for a reception in which they were treated like "royal guests". Mayor Lacy said the City of Wenatchee has requested financial assistance from the Office of Trade and Economic Development to accomplish three tasks: Assess the capability of the existing telecommunication infrastructure to support the recruitment of new and the expansion of existing industries that use large amounts of telecommunications; focus on how to provide the support, funding, identity and recruitment to expand the industry within the community; and a forum on how to form, organize and capitalize an equity capital fund. He said the focus is to develop a marketing strategy to entice businesses to come to our area. He added the State is willing to fund the identified tasks as long as a local match can be made. Council Action: A motion was made by Councilmember Buckner, second by Councilmember Hendricks to contribute five hundred dollars towards a local match for a High Performance Community Strategy. The motion carried, 7-0. 00-08-04 A discussion regarding the State Shoreline Master Program revision. Mayor Lacy said he had received a letter from the City of Chelan regarding the proposed State Master Shoreline Program revision and the fact that the legislature has not appropriated any funding for this mandate. He said the City of Chelan is contemplating a legal challenge to the State for authorizing another unfunded mandate upon local jurisdictions. Council Action: A motion was made by Councilmember Smet, second by Councilmember Nash to contribute two hundred fifty dollars towards research by Ogden Murphy Wallace to determine the feasibility of a legal challenge against the State on the unfunded mandate issue over the proposed new shoreline rule. The motion carried, 7-0. RECOMMENDATION 00-08-05 A Planning Commission recommendation requesting preliminary approval of an amendment to the Planned Unit Development and subdivision approval for the Golden East Development to authorize the use of Phase 2 for the construction of a church facility. Community Development Director Barnett said the applicant is requesting preliminary approval of an amendment to an existing residential Planned Unit Development (PUD) and an amendment to the preliminary subdivision approved for the Golden East Development to authorize the use of Phase 2 of the subdivision for construction of a church facility, landscaping, and an associated parking lot with a total build out potential of approximately 30,000. She said the church facility is planned for development in five phases and may include educational, recreational, and office facilities. She added the original twenty- nine lots would become one lot. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember DeWitt to approve the Planning Commission recommendation requesting preliminary approval of an amendment to the Planned Unit Development and subdivision approval for the Golden East Development to authorize the use of Phase 2 for the construction of a church facility.
