LACY PRESIDING MAY 8, 2000 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember DeWitt, Councilmember Nash, Councilmember Hendricks, Councilmember Aiken, Councilmember Buckner, Councilmember Smet, Councilmember Stanton, Mayor Lacy. Staff Present: Dana Barnard, Linda Countryman, Randy Harrison, Teresa Allen, Bruce Nash, Christy Patterson, Chuck Zimmerman. PLEDGE OF ALLEGIANCE PROCLAMATION Mayor Lacy read a proclamation designating May as Buddy Poppy Sales Month and May 291s as Memorial Day in the City of East Wenatchee. CITIZEN COMMENTS Jeff Linterman said the Country Inn will be celebrating 25 years in business with prizes, live radio, food and soft drinks on May 19 and 20. He added he was aware of a noise ordinance and wanted to work with neighbors of the restaurant and the City to ensure there would be no problems with noise. Police Chief Harrison said if complaints came in the City would be required to enforce the ordinance. He said a warning would be issued and an opportunity for compliance given before a citation was issued. Mayor Lacy thanked Mr. Linterman for informing the City of his intentions. MAYOR'S REPORT Mayor Lacy said he had received a letter of interest from Bruce Kuske, owner of Mickey O'Reilley's Inn at the River, to serve on the East Wenatchee Lodging Tax Advisory Committee. He added, with the reorganization of the Wenatchee Valley Convention and Visitors Bureau, it is critical for the City of East Wenatchee to be represented. Mr. Kuske explained his interest in the position. Council Action: A motion was made by Councilmember Buckner, second by Councilmember Stanton to appoint Bruce Kuske to the East Wenatchee Lodging Tax Advisory Committee. The motion carried, 7-0. DISCUSSION ITEMS Hiring a COPS Grant Officer Chief Harrison said he had received a COPS Grant and would like approval to hire an officer. Council agreed by consensus to hire an officer. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember DeWitt to authorize the Mayor to sign the contract with Northwest Auction Services for disposal of surplus equipment. The motion carried, 7-0. 00-05-08 Authorization for the Mayor to sign a lease agreement for use of space for a repeater station. Police Chief Harrison said three properties were considered on Wenatchee Heights, however the monthly lease payments ran upwards to sixteen hundred dollars a month. He added, by placing the repeater station on top of the Federal Building it would increase the radio communication signal. Council Action: A motion was made by Councilmember Stanton, second by Councilmember Nash to authorize the Mayor to sign the lease agreement for use of space for a repeater station. The motion carried, 7-0. RESOLUTION 00-05-09 A resolution establishing fees to be charged for adult entertainment facilities licensing. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Buckner to approve the resolution establishing fees to be charged for adult entertainment facilities licensing. The motion carried, 7-0. Mayor Lacy read the resolution title. RESOLUTION NO.2000-5 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST WENATCHEE, WASHINGTON, ESTABLISHING FEES TO BE CHARGED FOR ADULT ENTERTAINMENT FACILITIES LICENSING PURSUANT TO CHAPTER 5.06 OF THE EAST WENATCHEE MUNICIPAL CODE; AND ESTABLISHING AN EFFECTIVE DATE. COUNCIL REPORTS Councilmember Buckner thanked Mayor Lacy and Mrs. Lacy for hosting the reception for the Sister City, Misawa. Mayor Lacy also thanked Administrative Assistant Teresa Allen and City Clerk Dana Barnard for all the work they did in preparation and participation in the Misawa reception. Ms. Allen said all the food was donated by the employees. Mayor Lacy said he would be meeting with representatives from Misawa to explain the changes in the organization. He added the Misawa Delegation is looking forward to a visit from our delegation in Japan. Councilmember Aiken asked to receive an update on the recycling revenues.
