LACY PRESIDING APRIL 24, 2000 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Nash, Councilmember Buckner, Councilmember DeWitt, Councilmember Stanton, Councilmember Smet, Councilmember Aiken, Councilmember Hendricks, Mayor Lacy. Staff Present: Dana Barnard, Linda Countryman, Bob Goodman, Lori Barnett, Randy Harrison, Teresa Allen, Joni Petersen, Jeff Barker, Darin Bender, Chuck Zimmerman. PLEDGE OF ALLEGIANCE PRESENTATION Chelan -Douglas Community Network representative Stephanie Alfaro gave a report of the Community Network Meeting held March 21, 2000. She added the Network awarded forty-two thousand three hundred fifty-four dollars in grants to organizations that work with at risk youth and families. She said seven organizations received the grants, they include: Chelan -Douglas Health District, eight thousand dollars; Chelan Teen Center, ten thousand dollars; Children's Home Society, five thousand seven hundred dollars; Columbia Elementary School, one thousand seven hundred fifty-four dollars; Family Planning, seven thousand four hundred dollars; The HOME Connection, three thousand five hundred dollars; and the Women's Resource Center, six thousand dollars. MAYOR'S REPORT Mayor Lacy said the Wenatchee Valley Misawa Sister City Association sent a letter to Misawa Mayor Shigeyoshi Suzuki, informing him of changes in the organization. He added approximately eighteen people from the Wenatchee Valley will be traveling to Japan this year. Mayor Lacy said a reception for the Misawa Delegation will be held May 4, at 2:15 p.m. in the City Hall rotunda. Mayor Lacy said he had received a letter from Mel Henkle informing the City of his resignation from the East Wenatchee Tourism Advisory Committee and the Wenatchee Convention and Visitors Bureau. Mayor Lacy said a replacement would need to be appointed. Council Action: A motion was made by Councilmember Stanton, second by Councilmember Buckner to authorize the publication of an advertisement accepting letters of interest for appointment to the Lodging Tax Advisory Committee. Mayor Lacy read first reading of the ordinance. City Attorney Zimmerman reviewed changes to 9.30.010 (HI) and 9.30.010 (GI) of the ordinance. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Nash to elevate the ordinance amending Chapter 9.30 of the East Wenatchee Municipal Code concerning crimes relating to public morals to second reading. The motion carried, 7-0. ORDINANCE 2000-12 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON, AMENDING SEVERAL SECTIONS OF CHAPTER 930, CONCERNING CRIMES RELATING TO PUBLIC MORALS FOR CONSISTENCY WITH CHAPTER 5.06 OF THE EAST WENATCHEE MUNICIPAL CODE RELATING TO ADULT ENTERTAINMENT FACILITIES LICENSING; ADOPTING A NUDITY PROHIBITION; AMENDING THE DEFINITION OF PUBLIC EXPOSURE; CONTAINING A SEVERABILITY CLAUSE AND ESTABLISHING AN EFFECTIVE DATE. 00-04-03 Second reading of an ordinance governing the licensing and operation of adult entertainment facilities City Attorney Zimmerman reviewed the changes made to the ordinance.
