LACY PRESIDING APRIL 10, 2000 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Nash, Councilmember DeWitt, Councilmember Aiken, Councilmember Hendricks, Councilmember Stanton, Councilmember Smet, Councilmember Buckner, Mayor Lacy. Staff Present: Dana Barnard, Linda Countryman, Bob Goodman, Lori Barnett, Teresa Allen, Chuck Zimmerman. PLEDGE OF ALLEGIANCE PROCLAMATION Mayor Lacy read a proclamation designating April 22, 2000 as Earth Day in the City of East Wenatchee. PRESENTATION East Wenatchee Chamber of Commerce Executive Director Dawn Collings gave a 1" quarter report for 2000. Ms. Collings responded to a previous request from Councilmember Hendricks. She said she had researched the City owned parking lot project. She said the majority of the business owners had paid and there has been some money set aside to complete the project, which would include improvements to the bank on the East Side of the parking lot. Ms. Collings said the East Wenatchee Community Park, also known as Ballard Park, would be completed in the next two months, which would include an official dedication. CITIZEN COMMENTS Wenatchee Valley Mall Construction Project Manager Dale Pinney said a construction company from Spokane was awarded the bid to build the grocery store. He added a retail strip would be built next to the grocery store. Mr. Pinney said the pad for the Bon Marche would be in place this winter. He added the Mall would get a new look in time for a grand opening for Christmas 2001. Mr. Pinney said there will be four additional pads along Valley Mall Parkway for retail or restaurant tenants. However there have been no leases signed for those spaces at this time. MAYOR'S REPORT Mayor Lacy said he had met with Veterans of Foreign Wars East Wenatchee Post #3617 Representative Richard Engley, to look at the VFW building. He said he was pleasantly surprised at how useful the building could be to the community. The motion carved, 7-0. 00-04-03 First reading of an ordinance governing the licensing and operation of adult entertainment facilities. Mayor Lacy read first reading of the ordinance. 00-04-04 First reading of an ordinance amending the official zoning map to change designation on property known as the Wenatchee Valley Mall from C-M to Commercial Planned Unit Development. Community Development Director Barnett said this would be final approval of a Planned Unit Development application to expand the existing Wenatchee Valley Mall. She added there have been some changes, which are reflected in the ordinance. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Nash to elevate the ordinance amending the official zoning map to change designation on property known as the Wenatchee Valley Mall from C-M to Commercial Planned Unit Development to second reading. The motion carried, 7-0. Mayor Lacy read the ordinance summary. ORDINANCE 2000-10 AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON, AMENDING THE OFFICIAL ZONING MAP OF THE CITY TO CHANGE THE ZONING DESIGNATION ON CERTAIN REAL PROPERTY LOCATED AT 371/511 VALLEY MALL PARKWAY, COMMONLY KNOWN AS THE WENATCHEE VALLEY MALL FROM C-M COMMUNITY COMMERCIAL DISTRICT, TO COMMERCIAL PLANNED UNIT DEVELOPMENT DISTRICT AND SETTING AN EFFECTIVE DATE. Council Action: A motion was made by Councilmember Stanton, second by Councilmember Buchner to pass the ordinance amending the official zoning map to change designation on property known as the Wenatchee Valley Mall from C-M to Commercial Planned Unit Development. The motion carried, 7-0. COUNCIL REPORTS Councilmember Buckner said there will be a Council of Govemments meeting on April 13, from 9:00 a.m. to 12:00 p.m. at City Hall. Councilmember Buckner said there will be a finance meeting for Quest and he would like to see the City participate. Councilmember Buckner complimented City Treasurer Countryman on the Washington State Auditors report.
