REGULAR SESSION OF THE CITY COUNCIL CONVENED

ROLL CALL
Councilmembers Present: Councilmember Aiken, Councilmember Stanton, Councilmember Nash,
Councilmember Hendricks, Councilmember DeWitt, Councilmember Buckner, Mayor Lacy.
Staff Present: Dana Barnard, Linda Countryman, Randy Harrison, Bob Goodman, Teresa Allen, Lori
Barnett, Chuck Zimmerman.

PROCLAMATION
Mayor Lacy read a proclamation designating April 12, 2000 as Arbor Day in the City of East Wenatchee
MAYOR'S REPORT
Mayor Lacy said he will be meeting with Veterans of Foreign Wars East Wenatchee Post #3617
Representative, Richard Engley, to discuss the donation of the building and the property to the City of
East Wenatchee.
Candidates for Council Position Number 5
The two candidates, Robert Smet and David Bremmer, gave a brief background of themselves.
Mayor Lacy said it is heartening that the two candidates continue to have an interest in serving on the
City Council.
EXECUTIVE SESSION
At 6:45 p.m. Mayor Lacy called a fifteen minute executive session to discuss the qualifications of the
candidates for the vacant Council Position Number Five.
RECONVENED-- 7:00 P.M.
Council Action: A motion was made by Councilmember Stanton, second by Councilmember DeWitt to
appoint Robert Smet to the vacant Council Position Number Five. The motion carried, 6-0.
Mayor Lacy said he appreciated the willingness of the candidates to participate in the process. He
encouraged Mr. Bremmer to continue his interest in local government as opportunities to serve on
committees arise often.
Robert Smet was swom into Council Position Number 5 by Mayor Lacy.
Mayor Lacy said photos of Council will be taken at 6:00 p.m. on April 10, prior to the Council meeting.

00-03-03 First reading of an ordinance repealing Ordinance No. 2000-5 repealing the authority of
Charter Communications as cable franchise to increase monthly customer payments by
$.05 per customer.
Mayor Lacy said the City Council passed the ordinance with the understanding that the other jurisdictions
had all agreed to participate in the joint cost of Local Access Television Production Equipment. Douglas
County withdrew from the interlocal agreement feeling it would be a violation of I-695.
Council Action: A motion was made by Hendricks, second by Councilmember Nash to elevate the
ordinance repealing Ordinance No. 2000-5 repealing the authority of Charter Communications as cable
franchise to increase monthly customer payments by $.05 per customer to second reading. The motion
carried, 7-0.
Councilmember Stanton he wanted the public to understand this was not a decision of the City Council.
The City's participation was contingent on the participation of other jurisdictions as well.
Council Action: A motion was made by Nash, second by Councilmember Aiken to adopt the ordinance
repealing Ordinance No. 2000-5 repealing the authority of Charter Communications as cable franchise to
increase monthly customer payments by $.05 per customer. The motion carried, 7-0.

ORDINANCE 2000-8
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON,
REPEALING ORDINANCE 2000-5 REPEALING THE AUTHORITY OF
CHARTER COMMUNICATIONS AS CABLE FREANCHISE TO INCREASE
MONTHLY CUSTOMER PAYMENTS BY S.05 PER CUSTOMER IN ORDER
TO AMORTIZE THE JOINT COST OF LOCAL ACCESS TELEVISION
PRODUCTION EQUIPMENT AS A RESULT OF THE WITHDRAW FROM THE
INTERLOCAL AGREEMENT BY DOUGLAS COUNTY; AND ESTABLISHING
AN EFFECTIVE DATE.
DISCUSSION ITEMS
Proposed increase in jail services
Mayor Lacy said the Chelan County Regional Jail has submitted a letter to the City increasing the daily
rate for detention services to fifty-six dollars. Mayor Lacy said the City signed a contract with Chelan
County Regional Jail in 1992, the contracted fee was forty-four dollars per day for each prisoner. He
added, this may not be a significant increase considering the fee has remained the same for approximately
eight years. Mayor Lacy said the City could explore other options in jail services.
Councilmembers Aiken and Hendricks said they were in favor of exploring other options.
Councilmember Nash asked if contracts between Chelan County Regional Jail and other jurisdictions
were also increasing. She added, she would be hesitant to build a facility.
