LACY, PRESIDING MARCH 12, 2001 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Smet, Councilmember Hendricks, Councilmember Bremmer, Councilmember Buckner, Councilmember Nash, Councilmember DeWitt, Mayor Lacy. Councilmember Aiken excused. Council Action: A motion was made by Councilmember Nash, second by Councilmember Buckner to excuse Councilmember Aiken from this Council meeting. The motion carried, 6-0. Staff Present: Dana Barnard, Randy Harrison, Bob Goodman, Lori Barnett, Teresa Allen, Darin Bender, Chuck Zimmerman. PLEDGE OF ALLEGIANCE ' CITIZEN COMMENTS Diane Henkel, 1535 Webster Court, said she has a problem with a neighbor who has accumulated a greyhound bus, a junk bus, a boat, a pick up truck, and a dump truck. Ms. Henkel asked City Council to consider establishing procedures for prosecuting violators of the City's zoning, housing, fire and building codes. Mayor Lacy said that if the City does not have current laws to correct the problem he would recommend pursuing a revision or addition to the East Wenatchee Municipal Code in accordance with State laws. bLAYOR'S REPORT Mayor Lacy said due to conflicts in his schedule he has been unable to attend the Solid Waste Advisory Committee (SWAC) and Technical Advisory Committee (TAC) meetings. He said the Executive Board, which consists of Mayors in Douglas County, would need to change the by-laws to allow an alternate City representative. He added Councilmember Bremmer was interested in attending the meetings as the City representative and had attended the previous SWAC meeting. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember DeWitt to appoint Councilmember Bremmer as the City representative to the Solid Waste Advisory Committee and Technical Advisory Committee. The motion carried, 6-0. Mayor Lacy said the Wenatchee Valley Visitor and Convention Bureau (WVVCB) board members attended a retreat last Saturday. He said the items discussed were: adding the City of East Wenatchee to the Chelan -Douglas Health District Board, Health District authority and responsibility, and agricultural burning. Councilmember DeWitt said a LINK workshop has been scheduled for April 2516 to discuss budget concerns, advertising on busses, and redesigning the para transit. Councilmember Buckner thanked the Mayor and City Staff for their participation in welcoming the Cultural Exchange delegation who traveled from Troitsk, Russia. He said the delegation of seven members did community outreach programs at the local area schools. Councilmember Nash said the next pre annexation meeting will be held March 21". She said if anyone had any concerns or comments to contact her prior to the meeting. Councilmember Hendricks asked how Cities resolve issues like Diane Henkels ' City Attorney Zimmerman said the ordinance Ms. Henkel submitted with Council packets was a Wenatchee ordinance and the East Wenatchee Municipal Code addressed most of the issues. He said there is a fine line between private property rights and being a nuisance for having junk vehicles. He added some Cities have added a voluntary compliance agreement and Wenatchee's new ordinance created a Code Enforcement Board to provide hearings on violations of ordinances and to establish penalties for the violations.
