LACY, PRESIDING JANUARY 8, 2001 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Nash, Councilmember DeWitt, Councilmember Bremmer, Councilmember Strict, Councilmember Aiken, Councilmember Hendricks, Mayor Lacy. Councilmember Buckner excused. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Smet to excuse Councilmember Buchner from this Council Meeting. The motion carried, 6-0. Staff Present: Dana Bamard, Linda Countryman, Randy Harrison, Bob Goodman, Teresa Allen, Lori Barnett, Bruce Nash, Chuck Zimmerman. ' PLEDGE OF ALLEGIANCE MAYOR'S REPORT 1 Mayor Lacy said the Mall closing should occur later this week after some contingencies have been met Mayor Lacy said issues had been raised at the last Wenatchee Valley Convention and Visitors Bureau on how the budget was handled regarding the allocation of funds. In question was the Sports Council, which requested one hundred thousand dollars. Mayor Lacy said the WVCVB would enact a procedure similar to the City of East Wenatchee's Stadium Fund allocation process. Mayor Lacy said he had attended a meeting with the Douglas County Commissioners regarding Parks and Recreation. He said the misconception people have is that Parks is a Department of Douglas County. In actuality, it is a separate entity. Mayor Lacy said he and the Commissioners desired to move forward with a common voice. The motion carried, 6-0. 01 01 06 A recommendation to remove the canal work from the I Vh Street project and award the canal work as a Small Works Project. Council Action: A motion was made by Councilmember Bremmer, second by Councilmember Aiken to approve the recommendation to remove the canal work from the 111' Street Project and award the canal work as a Small Works Roster Project. The motion carried, 6-0. ORDINANCE 01-01-07 First reading of an ordinance amending Ordinance 2000-17. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Smet to elevate the ordinance amending Ordinance 2000-17 to second reading. The motion carried, 6-0. Council Action: A motion was made by Councilmember Aiken, second by Councilmember Bremmer to pass the ordinance amending Ordinance 2000-17. The motion carried, 6-0. ORDINANCE 2001-01 ' AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON, AMENDING ORDINANCE 00-17, AUTHORIZING THE GENERAL PROPERTY TAX LEVY AND ANY INCREASE WHICH MAY BE ALLOWED IN THE AMOUNT UNDER THE NEW CONSTRUCTION, IMPROVEMENTS TO PROPERTY AND STATE ASSESSED PROPERTY PROVISIONS OF RCW 84.55.010; LEVYING THE GENERAL TAXES FOR THE CITY OF EAST WENATCHEE FOR THE FISCAL YEAR COMMENCING JANUARY 1, 2001, ON ALL PROPERTY, BOTH REAL, PERSONAL AND UTILITY IN SAID CITY WHICH IS SUBJECT TO TAXATION FOR THE PURPOSE OF PAYING SUFFICIENT REVENUE TO CARRY ON THE SEVERAL DEPARTMENTS OF SAID CITY FOR THE ENSUING YEAR AS REQUIRED BY LAW; AND ESTABLISHING AN EFFECTIVE DATE. DISCUSSION 01-01-08 A discussion and authorization regarding implementation of a line item and funds for hosting expenses related to Misawa. Mayor Lacy said he had met with Wenatchee Mayor Johnson regarding the Sister City Misawa. He stated the Cities will share the costs of hosting the Misawa reception and the Cities will alternate hosting each year. He added a new Sister City agreement will be signed this year in a ceremony at Pangbom Executive Flight. ' Mayor Lacy asked Council to consider adding a line item and funds in the amount of seventy-five hundred dollars for hosting expenses related to Misawa. City Attorney Zimmerman said the issue had been brought up regarding the appropriateness to spend public funds for food and drink.
