LACY, PRESIDING SEPTEMBER 10, 2001 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Buckner, Councilmember DeWitt, Councilmember Bremmer, Councilmember Hendricks and Mayor Lacy. Councilmember Nash, Councilmember Smet and Councilmember Aiken, excused. Council Action: A motion was made by Councilmember Buckner, second by Councilmember Bremmer to excuse Councilmember Nash. The motion carried, 4-0. Council Action: A motion was made by Councilmember Bremmer, second by Councilmember DeWitt to excuse Councilmember Aiken. The motion carried, 4-0. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember DeWitt to excuse Councilmember Smet. The motion carried, 4-0. Staff Present: Dana Barnard, Linda Countryman, Randy Harrison, Bob Goodman, Lori Barnett, Teresa Allen, Joan Sims, Mike Manz, and Chuck Zimmerman. PLEDGE OF ALLEGIANCE PRESENTATION Mayor Lacy presented the Spirit of Wenatchee co-chairman Len Puglsey with a $16,420.37 check from citizens of Misawa, Japan. He said the contribution will go towards the building of a Miss Veedol replica that would fly around the world in 2003. Mr. Pugsley thanked Mayor Lacy for his continuing support. Mr. Pugsley said the Spirit of Wenatchee Committee is very grateful to the citizens of Misawa, adding the contributions would be spent with care. MAYOR'S REPORT Mayor Lacy said he has selected a 2002 budget committee based on rotation of Councilmembers. He asked Councilmember Buckner and Councilmember Hendricks if they would participate on the budget committee for 2001. He added Councilmember Nash would also be asked to participate on the Committee. Mayor Lacy made a recommendation to establish a fund in future budgets to allow the City of East Wenatchee to send a representative to Misawa, Japan for future Misawa festivals. He added the allowable expenses would include airfare, hotel and ground transportation. Council Action: A motion was made by Councilmember Bremmer, second by Councilmember DeWitt to approve the service agreement with Alliance Consulting and authorize the Mayor to sign. The motion carried, 4-0. SET PUBLIC BEARING DATE 01-09-02 Set September 18, 2001 as the date for a public hearing to consider the adoption of new proposed zoning regulations for areas outside the City of East Wenatchee. Mayor Lacy said that with the time constraints to meet the deadline to complete adoption of zoning regulations a Special Council Meeting would be necessary to hold a public hearing. Mayor Lacy set September 18, 2001; 6:30 p.m, as the date for a Special Council Meeting to hold a public hearing regarding the adoption of zoning regulations. DISCUSSION 01-09-03 A discussion regarding the City's Notice of Intention to annex property known as the Baker to James Street Annexation. Community Development Director Barnett said she had submitted the Notice of Intention to annex to the Boundary Review Board. She also included an informational packet on property tax comparisons, and a ' cost benefit analysis for the proposed Baker to James Street Annexation. COUNCIL REPORTS Councilmember Buckner said there would be an Economic Development "Kick Off' workshop on September 18th at the Red Lion Hotel from8:00 a.m. to 12:00 p.m. Councilmember Bremmer said a Storm Water Utility meeting will be held on September 26s' at 6:30 p.m. at City Hall.
