LACY, PRESIDING JULY 23, 2001 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Hendricks, Councilmember Buckner, Councilmember Bremmer, Councilmember DeWitt, Councilmember Nash. Councilmember Smet and Councilmember Aiken,excused. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Bremmer to excuse Councilmember Smet. Staff Present: Dana Barnard, Randy Harrison, Bob Goodman, Lori Barnett, Teresa Allen, Joan Sims, Bruce Nash, Darin Bender, Gil Sparks. PLEDGE OF ALLEGIANCE CITIZEN COMMENTS Pat & Karen Welch, 1010 Gilbert Court, said their cul-de-sac has a flooding problem and their property has been flooded four times from hard rain. Ms. Welch showed photos and explained what they feel is the cause of the flooding in their neighborhood and offered a proposal to fix the problem. She said she has witnessed water coming from Amy Court where the drain fields do not effectively take water during a hard rain. The water flows to Grover Avenue, Grover Avenue slopes up to 10`s Street NE and 11'" Street NE allowing the water to run to Gilbert Court. Gilbert Court is shaped like a racetrack with an embankment allowing the water to shoot down the center of the street when there is a heavy rainstorm, this water fills up the drain field at the bottom of the cul-de-sac then starts flooding over the curb. She added during a normal rain, water will run along the curbs and into the drains further up the street before it has a chance to come all the way down to the drain field. Ms. Welch submitted a drawing of her proposal to install a twelve -inch pipe in her neighborhood to take in this water and channel it over to 10'" Street NE. Street Superintendent Goodman showed Council pictures of the cul-de-sac. W. Goodman said the drain field in Gilbert Court was built for a twenty-five year storm in 1986. He added most dry wells have the life expectancy of approximately fifteen years and he believes this particular dry well is failing. He proposed placing additional catch basins on Gilbert Court and to dig a huge dry well that would be calculated to hold a hundred -year storm. Mr. Goodman said the cost would be approximately eight to ten thousand dollars. Mr. Goodman said the City budgeted for at least one dry well this year through the Storm Water Utility. The motion carried, 5-0. Mayor Lacy read the resolution summary. RESOLUTION NO.01-04 A RESOLUTION OF THE CITY OF EAST WENATCHEE, WASHINGTON, ADOPTING A SIX -YEAR TRANSPORTATION IMPROVEMENT PROGRAM AND DIRECTING THE SAME TO BE FILED WIT THE STATE SECRETARY OF TRANSPORTATION AND THE TRANSPORTATION IMPROVEMENT BOARD. 01-07-02 A resolution to approve the election method for the Baker to James annexation. Mayor Lacy said the annexation resolution would be placed on the ballot for the General Election. He said procedures, which include public hearings would take time to complete and could be done for the November Election. Mayor Lacy said there was some question about his preference for taking in Kenroy Park. He suggested a process to resolve any issues with respect to the components of the annexation and to adopt the resolution. Council Action: A motion was made by Councilmember Hendricks, second by Councilmember DeWitt to approve the resolution for the election method for the Baker to James annexation. ' Council Action: A motion was made by Councilmember Hendricks, second by Councilmember Nash to amend the motion to exclude the proposed area East of James Avenue, then go North to 10° Street and West to the current city limits. The motion failed, 2-3 (Bremmer, Nash, Buckner) Council Action: A motion was made by Councilmember Buckner, second by Councilmember Bremmer to amend the motion to include the area East of James Avenue going South to Grant Road, East to June Avenue/Johnathon Avenue, and West on Eighth to the current city limits. The motion failed, 2-3 (DeWitt, Nash, Hendricks) Community Development Director Barnett said that although the City has submitted a Notice of Intention to Annex, the Boundary Review Board will review the document only if someone requests that they invoke jurisdiction. She added the incentive for the Interlocal Annexation Agreement with Douglas County was that the County would not be in a position to request the Boundary Review Board to invoke jurisdiction. Mayor Lacy said the motion now before you, is the original motion to adopt the resolution as presented.
