LACY, PRESIDING JULY 9, 2001 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Hendricks, Councilmember Buckner, Councilmember Bremmer, Councilmember DeWitt, Councilmember Nash, Councilmember Smet. Councilmember Aiken, excused. Council Action: A motion was made by Councilmember Smet, second by Councilmember DeWitt to excuse Councilmember Aiken. The motion carried, 6-0. Staff Present: Dana Barnard, Randy Harrison, Bob Goodman, Lori Barnett, Teresa Allen, Joan Sims, Bruce Nash, Darin Bender, Gil Sparks. PLEDGE OF ALLEGIANCE MAYOR'S REPORT Mayor Lacy apologized for his absence at the previous council meeting which was caused by a delayed ' flight upon returning from vacation. Mayor Lacy said he hoped to have the Eastmont Recreational Service Area Agreement on the next agenda. CONSENT CALENDAR Council Action: A motion was made by Councilmember Bremmer, second by Councilmember DeWitt to approve the consent calendar as presented. The motion carried, 6-0. 1. Consideration of minutes — Regular Session, June 25, 2001 2. Consideration of Bills — Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing that has been made available to Council. As of this date, July 9, 2001, Council does approve warrant numbers 11229 through 11261 in the total amount of $27,600.03. PUBLIC HEARINGS 01-07-01 A public hearing regarding the Six Year Transportation Improvement Program. Mayor Lacy said the Douglas County Auditor's office gave the City an estimate of four thousand dollars to place the proposed annexation on the ballot. Councilmember Hendricks said he would like to see the item placed on the November 6 general election, adding there may be more items on the ballot in November which would lower the City's election cost. Councilmember Buckner inquired about a memo from Councilmember Hendricks regarding the division of the annexation area into three separate annexations. Mayor Lacy said he would prefer annexing the whole area at one time, taking in the parks and pool, and eliminating irregular boundaries. He added the parks would still be under the jurisdiction of the Eastmont Recreational Service Area (ERSA) and if any park maintenance was performed by the City it would be done following the guidelines of an Interlocal Agreement. Council Action: A motion was made by Councilmember Smet, second by Councilmember DeWitt to authorize drafting a resolution and to approve funding for the annexation to be placed on the ballot. The motion carried, 6-0. COUNCIL REPORTS ' Councilmember Smet said the next Council of Governments meeting would be held at East Wenatchee City Hall on July 12, 2001 from 9:00 a.m. to 12:00 noon. Councilmember Bremmer said at the last Solid Waste Utility meeting they discussed better communication with the residents and holding Storm Water Utility workshops. Councilmember Hendricks said he was pleased with the efforts and results of the extra patrol at the traffic signal located on Highway 28 and Grant Road. ADJOURNMENT — 7:45 P.M.
