REGULAR SESSION OF THE CITY COUNCIL CONVENED

APRIL 23, 2002

ROLL CALL
Councilmembers Present: Councilmember Bremmer, Councilmember Nash, Councilmember
Smet, Councilmember DeWitt, Councilmember Buckner, and Mayor Lacy. Councilmember
Aiken and Councilmember Hendricks were excused.
Council Action: A motion was made to excuse Councilmember Aiken from this Council meeting
by Councilmember Bremmer, second by Councilmember Buckner. The motion carried, 5-0.

Staff Present: Dana Barnard, Randy Harrison, Bob Goodman, Lori Barnett, Teresa Allen,
Marcia Martz, Mike Martz and Chuck Zimmerman.
PLEDGE OF ALLEGIANCE
PRESENTATION
Wenatchee Valley Convention and Visitors Bureau Executive Director Jill Wood gave an annual
report for 2001.
MAYOR'S REPORT
Mayor Lacy congratulated Officer Michael Schulz as East Wenatchee's Officer of the Year for
2001.
Mayor Lacy said the Misawa Sister City Delegation will arrive at City Hall on May 1st. He
invited Councilmembers, City staff and the public to attend the following events:
• Welcome Reception at East Wenatchee City Hall on May 1, 2002 at 4:00 p.m.
• Miss Veedol Replica Dedication at Ballard Park on May 2, 2002 at 4:00 p.m.
• Japanese Maple Tree Planting Dedication at 9th Street NE and Eastmont Avenue on May
2, 2002 at 4:30 p.m.
• Potluck Dinner hosted by the Sister City Delegation and the Spirit of Wenatchee at the
Latter -Day Saints Church at 667 10 Street NE following the dedications.
Mayor Lacy said all the Miss Veedol banners have been placed on the light standards on Valley
Mall Parkway, Grant Road and 9'" Street NE. He asked council to consider presenting the Misawa
Delegation and Wenatchee's Mayor Johnson with a Miss Veedol banner.

' Council Action: A motion to approve the ordinance relating to Wireless Communications
Facilities was made by Councilmember Smet, second by Councilmember DeWitt. The motion
carried, 5-0.
Mayor Pro-Tem Buckner read the ordinance summary.
ORDINANCE NO.2002-10
AN INTERIM ORDINANCE OF THE CITY OF EAST WENATCHEE,
WASHINGTON, PURSUANT TO RCW 36.70A.390 AND 35A.63.220,
AMENDING AND ADDING NEW SECTIONS IN CHAPTER 17.08 OF
THE EAST WENATCHEE MUNICIPAL CODE (EWMC), AMENDING
AND ADDING DEFINITIONS RELATING TO ZONING AND ADDING A
NEW CHAPTER 17.70 ESTABLISHING DEFINITIONS, STANDARDS,
AND CRITERIA FOR WIRELESS COMMUNICATION FACILITIES, TO
BE EFFECTIVE FOR A PERIOD OF SIX (6) MONTHS CONTAIN-ING A
SEVERABILITY CLAUSE; AND SETTING AN EFFECTIVE DATE.
02-04-02 First reading of an ordinance amending Chapter 8.04 of the East Wenatchee
Municipal Code relating to Solid Waste Collection and Disposal.
Community Development Director Barnett said at the last meeting it was discussed that the
existing Chapter 8.04 of the East Wenatchee Municipal Code needed to be updated to clarify
' some of the provisions and bring it into conformance with the contract for services with Waste
Management. Ms. Barnett said Solid Waste Program Director Ron Draggoo reviewed the
proposed amendment to the ordinance and stated it was consistent with the Douglas County
Comprehensive Solid Waste Management Plan.
Council discussed changing the requirements of providing a metal receptacle. They also
discussed the requirements for home based businesses.
Mayor Pro-Tem Buckner read first reading of the ordinance.
ACTION ITEMS
02-04-03 Approval of scope of work relating to joint development of a Sign Code
with Douglas County for the urban area.
Community Development Director Barnett said there have been several requests for the East
Wenatchee Sign Code. At the February 12th Council meeting, it was discussed that the County
would like to work with the City to prepare a sign code that could be used by both jurisdictions
within the Urban Growth Area.
Council Action: A motion to approve the scope of work and request the Planning Commission to
participate in the project and prepare a recommendation on the amendment was made by
Councilmember Bremmer, second by Councilmember DeWitt. The motion carried, 5-0.
