LACY, PRESIDING MARCH 12, 2002 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember Hendricks, Councilmember Aiken, Councilmember Bremmer, Councilmember Nash, Councilmember DeWitt, Councilmember Buckner, Councihember Smet, and Mayor Lacy. Staff Present: Dana Barnard, Linda Countryman, Bob Goodman, Randy Harrison, Lori Barnett, Teresa Allen and Chuck Zimmerman. PLEDGE OF ALLEGIANCE MAYOR'S REPORT Mayor Lacy said Douglas County Commissioners have requested an additional revision to the Eastmont Recreation Service Area Interlocal Agreement. He said the revision was to ensure that ' upon termination of the ERSA, the assets of the ERSA would revert back to Douglas County. Council Action: A motion was made to approve the revised ERSA Interlocal Agreement and authorize the Mayor to sign by Councilmember Bremmer, second by Councilmember DeWitt. The motion carried, 7-0. Mayor said the banners commemorating the historic Pangbom-Herndon flight across the Pacific Ocean had been ordered and should be received in time to display during the Apple Blossom Festival. He added a proto-type should be delivered within the next week. CONSENT CALENDAR Council Action: A motion was made to approve the consent calendar as presented by Councilmember Smet, second by Councilmember Buckner. The motion carried, 7-0. 1. Consideration of minutes — Regular Session, February 26, 2002 2. Consideration of Bills — 02-03-01 3. Approval of an agreement for Animal Control Services with the Wenatchee Valley Humane Society for 2002. Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a listing that has been made available to Council. The motion carried, 7-0. Mayor Lacy read the ordinance summary. ORDINANCE NO.02-09 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EAST WENATCHEE, WASHINGTON, AMENDING ORDINANCE NO. 01-17 AND FIXING AND CONFIRMING THE SALARIES AND COMPENSATION TO BE PAID TO CERTAIN OFFICIALS AND EMPLOYEES OF THE CITY OF EAST WENATCHEE DURING THE YEAR 2002. 02-03-06 First Reading of an ordinance amending Ordinance No. 01-18 amending the 2002 Fast Wenatchee Budget. Mayor Lacy said the amendment includes $5,000.00 for the City Theme, $20,000.00 for Street lighting in the newly annexed area and $6,250.00 for the amendment to the Wenatchee Valley Humane Society contract for the newly annexed area. Council Action: A motion was made to elevate the ordinance amending Ordinance No. 01-18 amending the 2002 East Wenatchee Budget to second reading by Councilmember Bremmer, second by Councilmember Hendricks. The motion carried, 7-0. ORDINANCE NO.02-09 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF EAST WENATCHEE, WASHINGTON, AMENDING ORDINANCE NO. 01-18 AMENDING THE CITY OF EAST WENATCHEE'S BUDGET FOR 2002. RESOLUTION 02-03-07 A resolution adopting the 2002-2007 Storm Water Utility Capital Improvement Program. Council Action: A motion to approve the resolution adopting the 2002-2007 Storm Water Utility Capital Improvement Program was made by Councilmember Hendricks, second by Councilmember Bremmer. The motion carried, 7-0.
