ROLL CALL
Councilmembers Present: Councilmember Hendricks, Councilmember Buckner,
Councilmember Bremmer, Councilmember DeWitt, Councilmember Nash, Councilmember
Smet, Councilmember Aiken and Mayor Lacy.
Staff Present: Dana Barnard, Linda Countryman, Bob Goodman, Randy Harrison, Lori Barnett,
Teresa Allen and Chuck Zimmerman.

MAYOR'S REPORT
Mayor Lacy said the Wenatchee Valley Humane Society had accepted the negotiated offer of an
additional $6,250.00 for services in 2002 for the newly annexed area commonly known as the
Baker to James Annexation.
Mayor Lacy thanked City Treasurer Countryman and City Clerk Barnard for their work in
completing the City of East Wenatchee 2002 Budget and making it user friendly.
DEPARTMENT REPORT
Street Superintendent Goodman said with the recent annexation his department has conducted a
survey of the lighting that would be necessary to provide, at a minimum, street lighting at all
intersections. They have identified a need for approximately 50 new street lights. He added there
would need to be an amendment to the budget to complete the project.
Mr. Goodman said the Street department had budgeted $16,000.00 in the 2002 Budget for a truck
equipped with a snow plow and associated equipment. He added one has come available through
the Department of Transportation for $11, 000.00.
Mr. Goodman reported that a Transportation Improvement Board (TIB) grant in the amount of
$1,134,000.00 has been awarded for the reconstruction of 8th Street N.E. from Grover Avenue to
Kentucky Avenue. He added this is a joint project with Eastmont School District and Douglas
County.
Mr. Goodman said the I Vb Street Project has been advertised and the bid opening will be held
March 51. He said a recommendation to award the bid would be submitted for the March 12`"
Council Meeting.
Mayor Lacy applauded Mr. Goodman for the number of street projects completed in the last three
years and the anticipated street projects to be completed over the next few years.

' RESOLUTION NO. 02-05
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST
WENATCHEE, WASHINGTON, DECLARING THAT THERE IS A NEED FOR
THE HOUSING AUTHORITY OF CHELAN COUNTY AND THE CITY OF
WENATCHEE TO OPERATE IN THE CITY ON CERTAIN PROPERTY ON A
LIMITED BASIS.
ACTION ITEMS
02-02-12 Set a public hearing date for review and consideration of the Greater East
Wenatchee Storm Water Utilities 2002 budget. (Lori Barnett, Community
Development Director)
Community Development Director Barnett said she would like to use the same process for the
Storm Water Utility Budget as the City uses for its annual budget by holding a public hearing for
review and consideration prior to approval.
Council Action: A motion to set March 12th, 2002 as the public hearing date for review and
consideration of the Greater East Wenatchee Storm Water Utilities 2002 Budget was made by
Councilmember Hendricks, second by Councilmember Bremmer. The motion carried, 7-0.
' 02-02-13 Set a public hearing date for review and consideration of the 2002-2007 Storm
Water Utility Capital Improvement Program. (Lori Barnett, Community
Development Director)
Community Development Director Barnett said she would like to use the same process the City
uses for its Six Year Transportation Improvement Program for the Storm Water Utility Capital
Improvement Program by holding a public hearing for review and consideration prior to approval.
Council Action: A motion to set March 12, 2002 as the public hearing date for review and
consideration of the 2002-2007 Storm Water Utility Capital Improvement Program was made by
Councilmember Bremmer, second by Councilmember Hendricks. The motion carried, 7-0.
02-02-14 Discussion and authorization regarding the City Theme. (Steven C. Lacy, Mayor)
Mayor Lacy said he has pursued the purchase of banners for the City Theme. He said the
budgeted amount for 2002 for the City Theme is $10,000.00, and after receiving a proposal for
banners ranging from $4,716.48 to $7,180.80 he is requesting an amendment to the 2002 East
Wenatchee Budget to increase the budgeted amount to $15,000.00. He added he has counted 70
light standards on Valley Mall Parkway, Grant Road and 9i, Street NE. He said he would like to
alternate the banners with the Apple Blossom Banners for the Washington State Apple Blossom
Festival when the Japanese delegates are here. He asked council to select one of the four banner
designs. He added as part of the City Theme there would also be a tree planting ceremony of
Japanese Maple Trees along the nine hundred block of Eastmont Avenue, and a model plane of
the Miss Veedol would be placed at Ballard Park.
