ROLL CALL
Councilmembers Present: Councilmember Bremmer, Councilmember Aiken, Councilmember
Hendricks, Councilmember Smet, Councilmember Buckner, Councilmember DeWitt,
Councilmember Nash and Mayor Lacy.
Staff Present: Dana Bamard, Linda Countryman, Lori Barnett, Randy Harrison, Bruce Nash,
Teresa Allen, Marcia Martz, Mike Martz and Chuck Zimmerman.
PLEDGE OF ALLEGIANCE
CITIZEN COMMENTS
Phil Johnson, Attorney, Chelan County/City of Wenatchee Housing Authority, said at the January
22, 2002 Council Meeting the City Council had rejected a proposal granting the Housing
Authority permission to operate in the City.
Mr. Johnson said the Diocese of Yakima Housing Services is interested in helping save Mobile
Park Plaza. He said he does not know if the diocese will assume the 1.6 million dollar, no -interest
state loan from the Housing Authority to buy the park.
MAYOR'S REPORT
Mayor Lacy said he had met with Patrick Pleas, Attorney, Northwest Justice Project and Dan
Jennings, primary owner of Mobile Park Plaza, to discuss a solution to the property issue,
however the meeting was not productive. He added that he had shared his concerns of transferring
the loan to another party and the City losing control of transition of the property with State
Representative Clyde Ballard and State Senator Linda Evans Parlette.
Mayor Lacy said at the September 10, 2001 Council meeting the City Council authorized him to
sign the Eastmont Recreation Service Agreement in substantially the form in which it was
presented. He said that at a meeting with the Douglas County Commissioners substantial changes
to the Eastmont Recreation Service Area (ERSA) agreement were made and it will be brought
back to the next Council meeting agenda for approval.
DEPARTMENT REPORT
Lori Barnett, Community Development Director gave an update on the East Wenatchee
Comprehensive Plan Visioning Process. She said the purpose of the visioning process is to
' develop a new vision statement based on input received from the community. She added a
Request for Proposals was advertised and ten firths responded. She said the Douglas County
Commissioners took action on February 5, 2002 to accept the recommendation of the interview

team and would like to get City Council concurrence on the selection before notifying the
successful candidate. The candidate selected by the Selection and Interview Team was Abby '
Byme. Ms. Byme is a planning consultant in the Spokane area. Ms. Barnett asked council to
approve the selection of Abby Byme to facilitate the Visioning Process for Douglas County and
the Greater East Wenatchee Area.
Council Action: A motion to approve the selection of Abby Byrne to facilitate the Visioning
Process for Douglas County and the Greater East Wenatchee Area was made by Councilmember
Bremmer, second by Councilmember DeWitt. The motion carried, 7-0
Ms. Barnett said in an Interlocal Agreement approved last year relating to annexations included a
provision that the City and County adopt consistent development regulations applicable within
the urban growth area. She said Douglas County would like to work together with the City of East
Wenatchee to update the sign code section of the zoning ordinance. She added the County
proposed establishing a Technical Advisory Committee (TAC) consisting of nine members to
make recommendations for the sign code revisions.
Council agreed by consensus to move forward with the project. Councilmember Hendricks said
he would be available to serve on the committee with the exception of certain days and hours.
Ms. Barnett gave Council a list of delinquent commercial Storm Water Utility accounts. She said
the Storm Water Utility Management Team is considering sending the delinquent accounts to a
collection agency. She requested approval by consensus regarding pursuing the collection agency
strategy for delinquent accounts. She indicated staff is working on an amendment to the Storm
Water Utility Code to allow this type of action. Council approved including the language in a ,
code amendment. She added there would be a reduction in the annual fee starting in 2002.
CONSENT CALENDAR
Council Action: A motion was made to approve the consent calendar as presented by
Councilmember Bremmer, second by Councilmember Buckner. The motion carried, 6-0.

02-02-01 3. Approval of an agreement for repairs and maintenance of traffic signal
controllers within the City limits with the Washington State Department of
Transportation.
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a
listing that has been made available to Council.
As of this date, February 12, 2002, Council does approve warrant numbers 11861 through 11913
in the total amount of $27,976.69.

PUBLIC HEARING
02-02-02 A public hearing to consider findings of fact for the continued imposition of a
moratorium on the filing and acceptance of development applications for land
uses operating or conducting social card games.
Mayor Lacy opened the public hearing at 7:20 p.m.
Hearing no public comment, Mayor Lacy closed the public hearing at 7:21 p.m.
ORDINANCE
02-02-03 First reading of an ordinance adopting findings of fact in support of the six-
month moratorium on the filing and acceptance of development applications for
land uses operating or conducting social card games.
Community Development Director Barnett said there has been a change made in Section 1. (C)
increasing the number of pending vested applications for minicasinos three rather than two.
Council Action: A motion to elevate the ordinance adopting findings of fact to support the
moratorium on the filing and acceptance of development applications for land uses operating or
conducting social card games to second reading was made by Councilmember Hendricks, second
by Councilmember Bremmer. The motion carried, 7-0.

Mayor Lacy said the fees are the same as the fees charged in the City of Wenatchee
Council Action: A motion to elevate the ordinance amending section 6.04.170 of the East
Wenatchee Municipal Code relating to animal license fees and animal service fees to second
reading was made by Councilmember Nash, second by Councilmember Smet. The motion
carried, 7-0.

services.
Council Action: A motion to adopt the resolution establishing certain fees relating to animal
licenses and animal services was made by Councilmember Smet, second by Councilmember
Bremmer. The motion carried, 7-0.

02-02-09 A resolution supporting the continuation of a Feasibility Study for Rail
Passenger Service for Eastern Washington.
Council was provided with a comparison of the existing fees and the proposed fees. '
Council Action: A motion to adopt the resolution supporting the continuation of a Feasibility
Study for Rail Passenger Service for Eastern Washington was made by Councilmember Buchner,
second by Councilmember Smet. The motion carried, 7-0.

RESOLUTION NO.02-04
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST
WENATCHEE, WASHINGTON, RELATIVE TO A STUDY OF THE
FEASIBILITY OF EAST -WEST PASSENGER RAIL SERVICE BY THE STATE
DEPARTMENT OF TRANSPORTATION.
EXECUTIVE SESSION
At 7:40 p.m. Mayor Lacy called a ten minute executive session regarding negotiations and
potential litigation.

COUNCIL REPORTS
Councilmember Smet said the Wenatchee Valley Chamber of Commerce Banquet was well
attended, he added Mayor Lacy had participated in a comedy routine.

Councilmember Smet said emergency service agencies in Chelan and Douglas Counties have
' been holding regional 911 meetings to discuss a regional dispatch center. He added the cost for
dispatching could quadruple for the City of East Wenatchee.
Councilmember Smet said the City of East Wenatchee will host the next Council of Governments
Meeting on April 11, 2002, from 9:00 a.m. to 12:00 p.m. at City Hall.
Councilmember Bremmer said Douglas County Solid Waste had applied for a grant to participate
in a pilot study of composting in conjunction with the Tree Fruit Research Center.
