LACY, PRESIDING JANUARY 22, 2002 6:30 P.M. ROLL CALL Councilmembers Present: Councilmember DeWitt, Councilmember Nash Councilmember Hendricks, Councilmember Aiken, Councilmember Buckner, Councilmember Smet, Councilmember Bremmer, and Mayor Lacy. Staff Present: Dana Barnard, Lori Barnett, Bob Goodman, Randy Harrison, Bruce Nash, Teresa Allen, Marcia Martz and Chuck Zimmerman. PLEDGE OF ALLEGIANCE PROCLAMATION Mayor Lacy read a proclamation proclaiming the City of East Wenatchee's support for the 2002 Washington State Special Olympics Winter Games. CITIZEN COMMENTS Willard Fields, Treasurer, Wenatchee Valley Humane Society, proposed a cost -per -person formula as an alternate method of establishing the additional contract amount for the annual contract for animal control in the newly annexed areas of the city. Next year a full year of actual costs would be used to determine any re -adjustments. Phil Johnson, Attorney, Chelan County/City of Wenatchee Housing Authority, explained the creation of the Wenatchee Housing Authority, and its expansion into areas outside the City of Wenatchee. He said the Wenatchee Housing Authority dissolved in 1998 to create the joint Chelan County/City of Wenatchee Housing Authority. Mr. Johnson asked Council to keep an open -mind regarding the request. He said the Housing Authority is asking to operate on a limited basis at Heritage Glen, located in the newly annexed area of 3'a Street, and at Mobile Park Plaza located on Valley Mall Parkway. He said the operation at Mobile Park Plaza would be temporary, and the Housing Authority would work with the City of East Wenatchee and Douglas County immediately to begin searching for a suitable alternative location. He added the Housing Authority would dedicate rights -of -way to the City for the widening of Valley Mall Parkway and the extension of Baker Avenue. Dan Jennings, 1345 SE 8th Street, joint owner of J.J. Partnership which owns Mobile Park Plaza said the decision to close the park was due to the costs to keep it running. He said he is paying $25,000.00 a year for taxes, storm water utility and insurance. Council discussed problems of moving older homes that are not up to code, variances, dedication of right-of-way property, and relocation to other mobile home parks in the area. Council also discussed the commercial zoning of the current mobile home park property. Council Action: A motion to authorize the Mayor to accept the proposal, including dedication in lieu of taxes, the dedication of real property for widening Valley Mall Parkway and for the Baker Street Extension, and to obtain written consent of occupants to waive the one year eviction requirement was made by Councilmember Smet, second by Councilmember Buckner. The motion failed, 34. (DeWitt, Aiken, Hendricks, Nash) 02-01-05 A resolution ratifying the revised Douglas County Regional Policy Plan. Community Development Director Barnett said the Douglas County Commissioners have requested that the cities approve the Policy Plan by adopting a resolution that ratifies the document. Council Action: A motion to approve the resolution adopting the revised Douglas County Regional Policy Plan was made by Councilmember Hendricks, second by Councilmember ' DeWitt. The motion carried, 7-0. Mayor Lacy read the resolution title. RESOLUTION NO.02-02 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAST WENATCHEE, WASHINGTON, RATIFYING THE REVISED DOUGLAS COUNTY REGIONAL POLICY PLAN. ORDINANCE 02-01-06 First reading of an ordinance adopting a moratorium on the acceptance of development applications for conducting social card games and setting a date for a public hearing on the issue. Mayor Lacy said the City has had three additional applications for minicasinos to be located in the City limits of East Wenatchee he said he is concerned about the increase of minicasinos and is asking council to consider a moratorium on the acceptance of any applications relating to minicasinos. Council Action: A motion to elevate the ordinance adopting a moratorium on the acceptance of development applications for conducting social card games to second reading was made by ' Councilmember Nash, second by Councilmember Bremmer.
