REGULAR SESSION OF THE CITY COUNCIL CONVENED

ROLL CALL
Councilmembers Present: Councilmember Nash, Councilmember DeWitt, Councilmember Aiken,
Councilmember Smet, Councilmember Bremmer, Councilmember Hendricks, and Mayor Lacy.
Councilmember Buckner excused.
Council Action: A motion was made to excuse Councilmember Buckner from this Council meeting by
Councilmember Bremmer, second by Councilmember Nash. The motion carried, 6-0.
Staff Present: Linda Countryman, Lori Barnett, Bob Goodman, Randy Harrison, Joan Sims, Bruce Nash,
Teresa Allen, and Chuck Zimmerman.

CITIZEN COMMENTS
Phil Johnson, Attorney, Chelan County/City of Wenatchee Housing Authority, asked Council to defer
discussion and action on the Housing Authority request until the next Council Meeting on January 22,
2002. He said the Housing Authority would be presenting an amended proposal at that time.
Pam Baker, Director, Wenatchee Valley Humane Society, said a funding request, had been submitted to
the City of East Wenatchee and she was available to answer any questions from Council. At Council's
request, Ms. Baker explained the formula used to determine the amount of funding requested for the
James Annexation. Ms. Baker said the formula used was based on the number of calls in Douglas County
for the year 2000 plus the difference in license fees in East Wenatchee and Douglas County.
Willard Fields, Treasurer, Wenatchee Valley Humane Society, explained the WVHS cost accounting
program. He said in 1999, the WVHS changed its accounting formula from per capita to cost accounting,
feeling it was more equitable to individual jurisdictions. Mr. Fields also explained the division of the
WVHS's annual budget. He said the WVHS was actually two `businesses': animal control and
adoptions. All public donations go to the adoptions business, which is self-supporting. All payments
from jurisdictions, which contract with the WVHS, go to the animal control business. Mr. Fields said one
payment method alternative would be to negotiate a percentage payment for the newly annexed area for
2002.
MAYOR'S REPORT
Mayor Lacy presented a certificate of appreciation and gift to Police Chief Randy Harrison for
completing twenty years of service with the City of East Wenatchee.

Councilmember Hendricks said he agreed with Councilmember Smet, and would like the opportunity to
discuss the issue further with other jurisdictions at the upcoming Council of Governments Meeting.
02-01-02 A discussion regarding allowing the Housing Authority to operate within the city limits
of East Wenatchee.
Mayor Lacy said Council was in a difficult position, attempting to make a decision regarding the Housing
Authority without being able to clearly see how the proposal would or would not benefit the City. He
recommended Council agree to the request made by Mr. Johnson and table the discussion until the next
Council Meeting on January 22, 2002. Mayor Lacy added that the Housing Authority would be
submitting an alternate proposal, with a more limited request than blanket authority, at that time.
EXECUTIVE SESSION
At 7:12 p.m. Mayor Lacy announced a fifteen -minute executive session regarding union negotiations.

COUNCIL REPORTS
Councilmember Smet said the Wenatchee Valley Chamber Annual Banquet would be held on January 17,
2002 at 6 p.m. at the Wenatchee Convention Center.
Mayor Lacy spoke briefly regarding the merging of the two chambers in 2001. He said while Classy
Chassis had worked out well, the Chamber did nothing in East Wenatchee for the Christmas season. He
asked Councilmember Smet to speak to the Chamber Board regarding a parity between East Wenatchee
and Wenatchee for Holiday celebrations.
