REGULAR SESSION OF THE CITY COUNCIL CONVENED
MAYOR STEVEN C. LACY, PRESIDING
DECEMBER 10, 2002
6:30 P.M.
ROLL CALL
Councilmembers Present: Councilmember Hendricks, Councilmember DeWitt, Councilmember
Bremmer, Councilmember Buckner, Councilmember Raab, and Mayor Lacy. Councilmember
Aiken excused. Councilmember Smet arrived at 6:33 p.m.
Council Action: A motion was made to excuse Councilmember Aiken from this meeting by
Councilmember Bremmer, second by Councilmember DeWitt. The motion carried, 5-0.
Staff Present: Dana Barnard, Linda Countryman, Randy Harrison, Lori Barnett, Teresa Allen,
Joan Sims and Chuck Zimmerman.
PLEDGE OF ALLEGIANCE
MAYOR'S REPORT
' Mayor Lacy said he had attended the Eastmont Recreation Service Area (ERSA) meeting
Monday evening. He said ERSA received the deed to the park and pool from Douglas County,
giving ERSA ownership. He added the section of the ERSA Interlocal Agreement had been
amended to re-establish the terms for board positions. He added the board toured the pool facility
to see the repairs needing to be done.
Council Action: A motion was made to authorize the Mayor to sign the amendment to the ERSA
Interlocal Agreement by Councilmember Bremmer, second by Councilmember Buckner. The
motion carried, 6-0.
Councilmember Bremmer suggested having the aesthetics portion of the pool repairs submitted
for a Make A Difference Day project.
Mayor Lacy thanked all who attended the Christmas Tree Lighting ceremony. He added he would
like to enhance decorations and activities each year.
DEPARTMENT REPORT
Community Development Director Barnett said the City Street Department and LINK would like
to have restrooms and a bus pull-out on 19i' Street NE next to the new Douglas County
Administration Building. She said the County has agreed to stub the utilities along the driveway
and have the City and LINK pay the expenses which would be approximately $3,600 each. She
added Douglas County would be submitting an Interlocal Agreement for approval in January
2003.

CONSENT CALENDAR
Council Action: A motion was made to approve the consent calendar as presented by
Councilmember Smet, second by Councilmember Raab. The motion carried, 6-0.
1. Consideration of minutes --Regular Session, November 26, 2002
2. Consideration of Bills —
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a
listing that has been made available to Council.
As of this date, December 10, 2002, Council does approve warrant numbers 12812 through
t2894 ; in the toto amount of $56,878.35. Warrant number 12834 was voided.

02-12-01 A public hearing on the final proposed 2003 East Wenatchee Budget.
Mayor Lacy opened the public hearing at 6:47 p.m. Hearing no public comments Mayor Lacy
closed the public hearing at 6:48 p.m.
AGREEMENT
02-12-02 An Interlocal Cooperative Agreement for Planning Services relating to the '
Growth Management Act grant.
Community Development Director Barnett said sections 6.1, 6.22, and 8.3 of the Interlocal
Cooperative Agreement have been amended, relating to each party paying its own attorney's fees.
Council Action: A motion was made to authorize the Mayor to sign the Interlocal Agreement
relating to the Growth Management Act grant, by Councilmember Bremmer, second by
Councilmember Dewitt. The motion carried, 6-0.
ORDINANCE
02-11-08 Second reading of an ordinance regarding salaries and compensation to be paid
to certain employees of the City of East Wenatchee for 2003.
Mayor Lacy said after reviewing the Attorney General's opinion the salaries for Councilmembers
filling an unexpired term should remain the same as the incumbent until the appointed
Councilmember is elected to fill the position for a full term.
Council Action: A motion was made to adopt version 2 of the ordinance regarding salaries and
compensation to be paid to certain employees of the City of East Wenatchee for 2003, by
Councilmember Hendricks, second by Councilmember Dewitt. The motion carried, 7-0.

ORDINANCE NO.02-24
' AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON,
AMENDING ORDINANCE NO. 01-17 AND FIXP G AND CONFIRMING
THE SALARIES AND COMPENSATION TO BE PAID TO CERTAIN
OFFICIALS AND EMPLOYEES OF THE CITY OF EAST WENATCHEE
DURING THE YEAR 2003.
02-12-03 First reading of an ordinance regarding the final budget for the City of East
Wenatchee for 2003.
Mayor Lacy said the budget does not include any increased property taxes. City employees will
receive a 3.2 percent pay increase and increased medical benefits for their dependents. The Police
Department will hire two new officers and receive two new vehicles. He added Street projects for
2003 include widening Valley Mall Parkway between 4ih Street and Grant Road, widening 8
Street NE between Grover and Kentucky, and adding curbs, gutters, and sidewalks on 15'" Street
NE.
Council Action: A motion was made to elevate the ordinance regarding the final budget for the
City of East Wenatchee for 2003, to second reading by Councilmember Buckner, second by
Councilmember Bremmer. The motion carried, 6-0.

ORDINANCE NO.02-25
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON,
ADOPTING THE FINAL BUDGET OF THE CITY FOR THE FISCAL YEAR
COMMENCING JANUARY 1, 2003, AND APPROVING AN ORDINANCE
SUMMARY FOR PUBLICATION.
EXECUTIVE SESSION
At 7:05 p.m. Mayor Lacy called a thirty minute executive session regarding potential litigation.
Council reconvened at 7:35 p.m.
Council Action: A motion was made to authorize the Mayor to execute all documents deemed
appropriate by the Mayor to settle issues with Fred Meyer concerning storm water drainage which
include the following terms:
• Payment to the City in the amount of $21,864.91
• Indemnifications of the City concerning the 60 inch storm water drainage pipe
• Transfer to the City the title of property between the Fred Meyer retaining wall and the
Columbia River
• Termination of existing and previous City storm water easements located on the Fred
Meyer property
by Councilmember Bremmer, second by Councilmember DeWitt. The motion carried, 6-0.

COUNCEL REPORTS
Councilmember Bremmer said the Douglas County Solid Waste program is now controlled by the
Solid Waste Technical Advisory Committee.
Councilmember Hendricks said he would be attending the Wenatchee Valley Transportation
Council meeting while Councilmember Buckner is away this month.
