REGULAR SESSION OF THE CITY COUNCIL CONVENED
MAYOR STEVEN C. LACY, PRESIDING
NOVEMBER 12, 2002
6:30 P.M.
ROLL CALL
Councilmembers Present: Councilmember Hendricks, Councilmember Buckner,
Councilmember Smet, Councilmember Bremmer, Councilmember Raab, and Mayor Lacy.
Councilmember DeWitt, excused. Councilmember Aiken arrived at 6:35 p.m.
Council Action: A motion was made to excuse Councilmember DeWitt from this Council
meeting by Councilmember Buckner, second by Councilmember Smet. The motion carried, 5-0.
Staff Present: Dana Barnard, Linda Countryman, Teresa Allen, Randy Harrison, Lori Barnett,
Bob Goodman, Joan Sims, and Chuck Zimmerman.
PLEDGE OF ALLEGIANCE
PRESENTATION
Chelan -Douglas County Community Network representative Stephanie Alfaro gave an update of
programs being funded in Chelan and Douglas Counties. Ms. Alfaro said the Community
Network offers local citizens, parents and representatives of schools, health care and social
service organizations the opportunity to decide how best to strengthen families in their own
neighborhood by allocating funds toward programs that work with early intervention and
prevention.
MAYOR'S REPORT
Mayor Lacy said the East Wenatchee Budget Committee will be submitting a balanced budget
with no new revenue sources. He added the budget includes increased parity in the salaries and
benefits of bargaining unit and non -bargaining unit employees.
Mayor Lacy said an Events Management meeting will be held at City Hall on Thursday,
November 2 1 " at 6:30 p.m. He said the role of the City will be support for the events as opposed
to funding.
Mayor Lacy said the City will have a tree lighting ceremony on December 6th at 7:00 p.m. The
ceremony will include choral singers from local schools, a speech from the Mayor and the
lighting of the tree. He encouraged City Councilmembers and Staff to attend the event.
CONSENT CALENDAR
' Council Action: A motion was made to approve the consent calendar as presented by
Councilmember Aiken, second by Councilmember Buckner. The motion carried, 6-0.

2. Consideration of Bills — '
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a
listing that has been made available to Council.
As of this date, November 12, 2002, Council does approve warrant numbers 12710 through
12746, in the total amount of $88,778.94. Warrant number 12727 was voided.
Council does approve payroll warrant numbers 19687 through 19762, and 220059, in the total
amount of $145,841.55, paid October 4, 2002, for the month of September 2002. Payroll warrant
numbers 19686, 19691, and 19695 were voided.
PUBLIC HEARING
02-11-01 A public hearing regarding property taxes in the proposed 2003 East Wenatchee
Budget.
Mayor Lacy opened the public hearing at 7:00 p.m. Hearing no public comments Mayor Lacy
closed the public hearing at 7:01 p.m.
ORDINANCE
02-11-02 First reading of an ordinance regarding property taxes in the proposed 2003 East I
Wenatchee Budget.
Council Action: A motion was made to elevate the ordinance regarding property taxes in the
proposed 2003 East Wenatchee Budget to second reading by Councilmember Hendricks, second
by Councilmember Smet. The motion carried, 6-0.

proposed 2003 East Wenatchee Budget by Councilmember Smet, second by Councilmember
Buckner. The motion carried, 6-0.

ORDINANCE NO.02-21
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON,
AUTHORIZING THE GENERAL PROPERTY TAX LEVY AND ANY INCREASE
WHICH MAY BE ALLOWED IN THE AMOUNT UNDER THE NEW
CONSTRUCTION, IMPROVEMENTS TO PROPERTY AND STATE ASSESSED
PROPERTY PROVISIONS OF STATE LAW LEVYING THE GENERAL TAXES
FOR THE CITY OF EAST WENATCHEE FOR THE FISCAL YEAR
COMMENCING JANUARY 1, 2003, ON ALL PROPERTY, BOTH REAL,
PERSONAL AND UTILITY, IN SAID CITY WHICH IS SUBJECT TO TAXATION
FOR THE PURPOSE OF PAYING SUFFICIENT REVENUE TO CARRY ON THE
SEVERAL DEPARTMENTS OF SAID CITY FOR THE ENSUING YEAR AS
REQUIRED BY LAW; CONTAINING A SEVERABHdTY CLAUSE, AND '
SETTING AN EFFECTIVE DATE.

02-11-03 First reading of an ordinance amending and adding sections to the East
' Wenatchee Municipal Code relating to wireless telecommunications facilities.
Community Development Director Barnett said the Planning Commission met on October 21'
and have reviewed comments from a single service provider. She said based on the comments
received, the Planning Commission has made revisions to the draft ordinance and recommends
adopting the final ordinance.
Council Action: A motion was made to elevate the ordinance amending and adding sections to
the Fast Wenatchee Municipal Code relating to wireless communications to second reading by
Councilmember Hendricks, second by Councilmember Bremmer. The motion carried, 6-0.

East Wenatchee Municipal Code relating to wireless communications by Councilmember
Bremmer, second by Councilmember Smet. The motion carried, 6-0.

AMENDING AND ADDING NEW SECTIONS IN THE EAST WENATCHEE
MUNICIPAL CODE TITLE 17 - ZONING INCLUDING CHAPTER 17.08
DEFINITIONS, ZONING CHAPTERS 17.24 R-L, 17.28 R-M, 1732, R-O, 17.40
CBD, 17.42 G-C, 17.46 T-C, AND 17.48 WI ESTABLISHING WIRELESS
COMMUNICATION FACILITIES AS ACCESSORY, CONDITIONAL OR
PERMITTED USES, AND ADDING A NEW CHAPTER 17.70 ESTABLISHING
DEFINITIONS, STANDARDS, AND CRITERIA FOR SITING WIRELESS

02-11-04 First reading of an ordinance relating to contracting indebtedness providing for
the issuance of Limited Tax Obligation Bonds (LTGO) to refund the City's
outstanding LTGO Bonds at a lower rate.
Mayor Lacy said the refinance will save the City $26,000.00 and will be paid off in 2006.
Jim Nelson, Bond Underwriter, Martin Nelson & Company said the City will be refinancing
bonds that have outstanding rates of 5.7% - 5.9%. The new bond rate will be 2.67% with a net
savings of $26,000.00. He said with four years remaining on the bonds the savings will be $6,600
per year.
Councilmember Hendricks said $6,600 was no big deal.
Council Action: A motion was made to elevate the ordinance relating to contracting

ORDINANCE NO.02-23
AN ORDINANCE OF THE CITY OF EAST WENATCHEE,
WASHINGTON, RELATING TO CONTRACTING INDEBTEDNESS;
PROVIDING FOR THE ISSUANCE OF $515,000 PAR VALUE OF
LIMITED TAX GENERAL OBLIGATION REFUNDING BONDS, 2002,
OF THE CITY FOR GENERAL CITY PURPOSES TO PROVIDE FUNDS
WITH WHICH TO CURRENTLY REFUND THE CITY'S
OUTSTANDING LIMITED TAX GENERAL OBLIGATION BONDS, 1994,
TO PAY THE ADMINISTRATIVE COSTS OF SUCH REFUNDING, AND
TO PAY THE COSTS OF ISSUANCE AND SALE OF SUCH BONDS;
FIXING THE DATE, FORM, MATURITIES, INTEREST RATES, TERMS
AND COVENANTS OF THE BONDS; ESTABLISHING A BOND
REDEMPTION FUND; AND APPROVING THE SALE AND PROVIDING
FOR THE DELIVERY OF THE BONDS TO MARTIN NELSON & CO. OF
SEATTLE, WASHINGTON.
AGREEMENTS
02-11-05 Authorization for the Mayor to sign an Interlocal Cooperative Agreement
between the City of East Wenatchee and Douglas County for the 8 ° Street NE
Road Improvement Project.
Mayor Lacy said the project includes widening 8a' Street NE, east of Eastmont Avenue to
Kentucky Avenue.
Street Superintendent Goodman said the total project cost estimate is $1,901,500.00, the Arterial
Improvement Program grant will be $1,235,000.00, Douglas County has committed $100,000.00,
Eastmont School District will pay $250,000.00, and the City's share will be approximately
$315,600.00.
Council Action: A motion was made to authorize the Mayor to sign the Interlocal Cooperative
Agreement between the City of East Wenatchee and Douglas County for the 8t' Street NE Road
Improvement Project by Councilmember Bremmer, second by Councilmember Raab. The motion
carried, 6-0.
02-11-06 Authorization for the Mayor to sign a financing agreement for Rivercom, a
Multi -Jurisdictional Public Safety Answering Point.
Mayor Lacy said the financing agreement said the agreement confirms the City's obligation to
fund twenty-five percent interest in the Rivercom Project. He added Rivercom will lease the
space from the City of Wenatchee for $1.00 a year. The bonds will cover space improvements,
equipment and furniture.

Councilmember Smet said Chelan County has agreed to issue up to 12,100,000,00 for the
' principal amount of the limited tax general obligation bonds at a bonding rate of 4.43%. He added
Rivercom is not subsidizing any part of the building.
Council Action: A motion was made to authorize the Mayor to sign a financing agreement for
Rivercom, a Multi -Jurisdictional Public Safety Answering Point by Councilmember Buckner,
second by Councilmember Bremmer. The motion carved, 6-0.
COUNCIL REPORTS
Mayor Lacy said he attended a tour of Century Aviation. He said Century Aviation built a replica
of Miss Veedol for the City of Misawa to be placed in a museum. He added Century Aviation
also does work for the United States Air force. Mayor Lacy said Century Aviation will have a
rebuilt 1921 vintage bomber on display on November 18ih.
Councilmember Smet said Rivercom is now an official entity and with the issuance of the bonds
the City will be reimbursed some part of the $20,000.00 start up fee.
Mayor Lacy said the next Wenatchee Valley Convention and Visitors Bureau Board Meeting will
be held Wednesday evening. He added there has been no discussion with Eastmont Recreation
Service Area (ERSA) regarding the city's commitment to fund up to $200,000.00 towards a new
pool liner and structural repairs.
Councilmember Buckner said he had attended the open house at the Douglas County Fire District
' on October 12'".
