CITY OF EAST WENATCHEE, WASHINGTON
REGULAR SESSION OF THE CITY COUNCIL CONVENED

ROLL CALL
Councilmembers Present: Councilmember Hendricks, Councilmember Smet, Councilmember
Buckner, Councilmember DeWitt, Councilmember Raab, and Mayor Lacy. Councilmember
Bremmer and Councilmember Aiken were excused.
Council Action: A motion was made to excuse Councilmember Bremmer from this Council
meeting by Councilmember Buckner, second by Councilmember DeWitt. The motion carried, 5-
0.

Staff Present: Dana Barnard, Teresa Allen, Randy Harrison, Lori Barnett, Joan Sims, and Chuck
Zimmerman.
PLEDGE OF ALLEGIANCE
PROCLAMATION
Mayor Lacy read a proclamation declaring October 26t6 as Make A Difference Day.
Mayor Lacy said the Wenatchee World contained a list of several possible projects in the valley.
He added Zach Pass a local Eagle Scout, will be coordinating a project to put down ground cover
and beauty bark around the Japanese Maple trees which were planted last year as part of Make A
Difference Day.
MAYOR'S REPORT
Mayor Lacy said there will be a ribbon cutting ceremony October 23 d, at 3:30 p.m. on 111' Street
NE and Devon for the completion of the 1 ld' Street NE project.
Mayor Lacy said he had attended a Regional Service Network (RSN) meeting. He said they
discussed current proposals to reform the governing board for the RSN. The RSN governing
board for the last several years has been the Douglas County Commission. He said the Douglas
County Commission would like to get other jurisdictions involved in the governing board for the
RSN. Mayor Lacy said he anticipates a request for a representative from the East Wenatchee City
Council to serve on the RSN board.
Mayor Lacy said his schedule has not allowed him to attend the Health District Board Meetings
and he has appointed Councilmember Raab to be the representative on the Health District Board.

CONSENT CALENDAR
Council Action: A motion was made to approve the consent calendar as presented by '
Councilmember DeWitt, second by Councilmember Raab. The motion carried, 5-0.
1. Consideration of minutes -- Regular Session, October 8, 2002
2. Consideration of Bills —
Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a
listing that has been made available to Council.
As of this date, October 22, 2002, Council does approve warrant numbers 12646 through 12709,
in the total amount of S471,939.03.
INTERLOCAL AGREEMENT
02-10-02 Authorization for the Mayor to sign an Interlocal Cooperative Agreement
regarding the creation and administration of Rivercom, a multi jurisdictional
public safety answering point.
Mayor Lacy said after reviewing several draft agreements the final draft has changes in its
language clarifying the concerns of the East Wenatchee City Council.
Councilmember Smet said he has enjoyed being part of the process and is very satisfied with the '
cooperative effort of the executive board on listening to the members and addressing concerns.
Council Action: A motion was made to authorize the Mayor to sign the Interlocal Cooperative
Agreement regarding the creation and administration of Rivercom, a multi jurisdictional public
safety answering point by Councilmember Smet, second by Councilmember Buckner. The
motion carried, 5-0.
02-09-08 Authorization for the Mayor to sign an agreement between the City of East
Wenatchee and Take Pride in America relating to a Japanese Garden and Mural
project on City property.
Mayor Lacy said the agreement has been approved and signed by North Central Washington Take
Pride in America President Scott Ballard.
Council Action: A motion was made to authorize the Mayor to sign the agreement between the
City of East Wenatchee and Take Pride in America relating to a Japanese Garden and Mural
project on City property by Councilmember Hendricks, second by Councilmember DeWitt. The
motion carried, 5-0.
02-10-03 First reading of an ordinance relating to the continued imposition of an interim
ordinance concerning wireless telecommunications facilities and extending
Ordinance No. 2002-10 for an additional period of six months.
Community Development Director Barnett said the Planning Commission met on October 21' '
and have reviewed comments from a single service provider. She said based on the comments

received, the Planning Commission has made revisions to the draft ordinance and recommend
' adopting the final ordinance at the next Council meeting.
Council Action: A motion was made to elevate the ordinance extending Ordinance No. 2002-10
for an additional six months relating to wireless communications to second reading by
Councilmember Buckner, second by Councilmember Smet. The motion carried, 5-0.

ORDINANCE NO. 02-20
AN ORDINANCE OF THE CITY OF EAST WENATCHEE, WASHINGTON,
ADOPTING FINDINGS OF FACT TO JUSTIFY THE CONTINUED
IMPOSITION OF AN INTERIM ORDINANCE CONCERNING WIRELESS
TELECOMMUNICATIONS FACILITIES, AS REQUIRED BY RCW 35A.63.220
AND EXTENDING CITY INTERIM ORDINANCE NO. 2002-10 CONCERNING
WIRELESS TELECOMMUNICATIONS FACILITIES FOR AN ADDITIONAL
PERIOD OF SIX MONTHS; CONTAINING A SEVERABILITY CLAUSE AND
ESTABLISHING AN EFFECTIVE DATE.
DISCUSSION / ACTION ITEMS

O2-10-01 A discussion regarding a letter received from the YMCA regarding the
condition of the swimming pool liner at the Eastmont YMCA Aquatic Center.
Mayor Lacy said a recent swim meet that was scheduled to take place at the Eastmont YMCA
Aquatic Center had to be moved to Wenatchee High School as the liner in the Eastmont YMCA
Aquatic Center pool will not hold up for certain types of events. He said the pool is still being
used for exercise swims. He added if the pool liner is not replaced soon, it could result in an
exceptionally long closure period and the cost could be much more significant. He said there are
also structural repairs that would need to be completed while there is no water in the pool. The
request for funds to complete this project is approximately S150,000.00 - $200,000.00.He added
the pool liner will be replaced with tile rather than vinyl.
Council Action: A motion was made to allocate up to $200,000.00 dollars for Swimming pool
repairs at the Eastmont YMCA Aquatic Center by Councilmember Buckner, second by
Councilmember Smet. The motion carried, 5-0.
02-10-02 A discussion regarding the establishment of an Events Management Board
Mayor Lacy said with the merge of the East Wenatchee Chamber of Commerce and the
Wenatchee Chamber of Commerce the City of East Wenatchee has only been able to continue
with the Classy Chassis Parade. He said he would like to see more celebrations and events
happening in East Wenatchee. He added in order to do this; the city would need lots of
volunteers, good organization and community participation. He said he is not suggesting this be
' part of East Wenatchee government but rather for the City to take the lead and support events in
East Wenatchee.

Councilmember Buckner introduced Wenatchee Valley Chamber of Commerce, Events
Coordinator, Meredith Medved. He said Ms. Medved is new to the Chamber of Commerce. '
Council agreed by consensus to move forward with an East Wenatchee Events management
Board and decided to schedule a meeting in mid November to discuss different possibilities.
COUNCIL REPORTS
Councilmember Smet said the Wenatchee Valley Chamber of Commerce and staff are excited
about some of the ideas East Wenatchee has for events and celebrations and eager to help get
members of the community involved.
