ROLL CALL
Councilmembers Present: Councilmember Nash, Councilmember Bremmer, Councilmember
Smet, Councilmember Buckner, and Mayor Lacy. Councilmember DeWitt, Councilmember
Aiken and Councilmember Hendricks were excused.
Council Action: A motion was made to excuse Councilmember DeWitt from this Council
meeting by Councilmember Nash, second by Councilmember Buckner. The motion carried, 4-0.

Mayor Lacy read proclamations designating May as Buddy Poppy Sales Month and May 27t° as
Memorial Day in the City of East Wenatchee.
PRESENTATION
Chelan —Douglas County Consolidated Regional 911 Dispatch Center
Chelan County Commissioner Buell Hawkins gave a summary of the Regional 911 Dispatch
Center. He said that about four years ago local governments started looking at a feasibility study
for consolidating 911 services in one location. The process had gotten to a point where a
recommendation was made however due to several changes in elected personnel in the Cities and
Counties at that time, the initiative died out. Nine months ago the Council of Governments started
looking at the issue again. He said the communication equipment in both Counties is reaching the
need for replacement. The Council of Governments started looking at the possibility of
combining efforts and working with the State to purchase one set of equipment for both Counties
and have the State fund it through a grant process. He added the Dispatch Center would be
located at Pangbom Field since that is where the switch center is located. The switch center is the
Inter Agency Command Center for the Forrest Service Fire Suppression Unit. He said combining
the dispatch centers in the valley would produce a quicker response time to the agency that needs

included in all further discussions. She added this will not be the final boundary of the MPO. The
' next step is to review maps of each entity's urban growth boundary and decide where the MPO
boundaries should be.

Council Action: A motion was made to approve the consent calendar as presented by

Vouchers audited and certified by the auditing officer as required by RCW 42.24.080, and those
expense reimbursement claims certified as required by RCW 42.24.090, have been recorded on a
listing that has been made available to Council.
As of this date, May 14, 2002, Council does approve warrant numbers 12180 through 12243, in
the total amount of $74,226.15. Warrant numbers 12200 and 12229 were voided.
' ORDINANCE
02-04-02 Second reading of an ordinance amending Chapter 8.04 of the East Wenatchee
Municipal Code relating to Solid Waste Collection and Disposal.
Community Development Director Barnett said the draft amendment for solid waste collection
has been amended to include definitions for a commercial customer. The following customers
shall be included in the definition of residential customers:
1) a customer operating a Home Occupation
2) a customer operating a Child Day Care Center
3) a customer operating a Family Day Care Home
4) a customer operating an Adult Family Home
Council Action: A motion to approve the ordinance relating to Solid Waste Collection and
Disposal was made by Councilmember Bremmer, second by Councilmember Nash. The motion
carried, 4-0.

Community Development Director Barnett aid the segregation of irrigation shares by the
irrigation district has been completed.
Council Action: A motion to approve the final plat of the Briarwood Subdivision 8A and
authorize the Mayor to sign the mylar was made by Councilmember Bremmer, second by
Councilmember Smet. The motion carried, 4-0.
COUNCIL REPORTS
Councilmember Buchner said the MPO will be having an interview process for three candidates
for the executive director position of the organization.
Councilmember Buckner said he attended the open House at Heritage Glen.
Councilmember Smet said the Misawa Sister City Delegation was very well hosted and Mayor
Lacy and his wife Debra did a fine job of taking the dedications and receptions seriously. He
added he was very pleased with the representation for our City.
