PUBLIC COMMENTS
Bob Graf, Faucher Heights, East Wenatchee, expressed concerns of not being able to hear the Councilmembers
speaking. He asked if they would be more diligent about speaking into their microphones. He also asked if someone
could assist him in finding where the 2013 Council minutes are located on the City's website.
Lisa Wendt, 50 Rock Island Road, East Wenatchee, representing a group of business owners stated that she had
applied with the Washington State Liquor Control Board for a retail marijuana lice se to be located in the City of
East Wenatchee. She said the State requires strict regulations and she intends on adhering to all requirements. She
added, the benefits to the City would include tax revenue, contributing to the local economy, and creation of jobs.
She recommended implementing the proposed zoning ordinance that was reported on at the previous Council
meeting.
Mark McCants, 1720 10" P1 NE, East Wenatchee, said the City has done a good job putting together a proposed
zoning ordinance related to marijuana regulations. He asked Council to move forward and allow these businesses.

' 14-01-03 Resolution 2014-02 — A Resolution of the City of East Wenatchee, Washington, adopting
amendments to the Citizen Participation Plan in accordance with the requirements of the U.S.
Department of Housing and Urban Development regulations at 24 CFR Part 91 and establishing
an effective date.

Council Action: A motion was made by Councilmember McCourt, second by Councilmember
Collings, to adopt the resolution as presented. The motion carried, 6-0.
RESOLUTION NO.2014-02
A Resolution of the City of East Wenatchee, Washington, adopting amendments to the

McCourt, for approval of the 2012 Consolidated Annual Performance and Evaluation Report. The
' motion carried, 6-0.
14-01-05 Contract award for the 9" Street and 15'" Street Preservation Project.
Presented by: Greg Pezoldt, City Engineer
Council Action: A motion was made by Councilmember Barnhart, second by Councilmember
Buckner, authorizing the Mayor to sign a Contract with Central Washington Asphalt for the
construction of the 9h and 15ie Street Preservation Project in the amount of $582,151.78. The
motion carried, 6-0.
14-01-06 Consultant Agreement Supplement No. 1 with Pace Engineers for the 9m Street and 15d' Street
Preservation Project.

Council Action: A motion was made by Councilmember Buckner, second by Councilmember
Raab, for approval of the Consultant Agreement Supplement No. 1 with Pace Engineers for the 9s'
Street and 15t° Street Preservation Project. The motion carried, 6-0.
14-01-07 First reading of an Ordinance of the City of East Wenatchee adopting interim regulations pursuant
to RCW 35A.63.220 and RCW 36.70A.390; adopting regulations on marijuana related uses for a
period of six months while the City considers and drafts permanent regulatory controls;
prohibiting medical cannabis collective gardens in all zoning district of the city; permitting the
production, processing and/or retailing of marijuana as regulated pursuant to Washington State
Initiative No. 502 in certain commercial zoning districts; repealing Ordinance No. 2013-06;
entering legislative findings; providing for severability; declaring an emergency; and establishing
an effective date.
