Finance Director Nick Gerde distributed and reviewed the minutes from the September 18, 2014 Budget
Committee meeting.
DEPARTMENT REPORT
Finance Director Nick Gerde distributed and reviewed the Financial Report for the month of August
2014.
PRESENTATION
Forte Architects — Presentation of three preliminary draft design options for the Gateway Project
Design Architects Erik Soehren and Lenka Slapnicka gave a slideshow/video presentation on the design
options for the Gateway Project, which included ideas for a community center by modifying the existing
structure. Erik reviewed the three options available with Option 1 being the most costly, Option 2
involved different materials, structures, ways to enter the site, and grade the site, and Option 3, which he
feels is the most viable, would provide a visual connection from the loop trail, and emphasize the Miss
Veedal theme.
Mayor Lacy said he would like to show the Japanese Delegation the idea we have for enhancement of our
City theme, and stated he would like to introduce the concept of the Gateway Project to the Japanese at
some point during the Welcome dinner being held at his home on October 3, 2014 at 5:30 p.m.

CITY OF EAST WENATCHEE COUNCIL MINUTES SEPTEMBER 23, 2014
Mayor Lacy reminded Council of the Welcome Reception for the Misawa Delegation here at the City
being held on October 3, 2014 at 4 p.m., and encouraged all to attend. He also invited everyone to his
home for the welcome dinner that same evening at 5:30 p.m.
CONSENT CALENDAR
Items listed below were distributed to Councilmembers in advance for study and were enacted in one
motion.
Council Action: A motion was made by Councilmember Detering, second by Councilmember McCourt,
to approve the Consent Calendar as amended. The motion carried, 6-0.
1. Consideration of Minutes — Regular Session, September 9, 2014
2. Consideration of Payables
i. 2014 Payables — As of this date, September 23, 2014, Council does
approve check numbers 41907 and 41931 through 41967 in the total
amount of $72,184.33. Check 41911 was voided.
Councilmember Detering said he attended the Chamber of Commerce meeting held on September 23,
2014, in which new Board members were nominated. Jerrilea Crawford, Wenatchee Valley Chamber of
Commerce Community Development Director, listed the names of those that were nominated.
' Councilmember Detering stated that he attended the Link Board Strategic Planning session regarding a
25-year forecast. He noted that he will submit that information at the next Council meeting. He noted that
the electric buses are functioning very well, are getting more range, and are a positive experience.
The followine reports/minutes were submitted in writing prior to the City Council meetine.
• Councilmember Buckner — Minutes from the North Central Washington Economic Development
District (NCWEDD) Board and Membership meeting held on July 9, 2014, and Minutes from the
Plug -In North Central Washington (PINCW) Board meeting held on August 21, 2014.
• Councilmember Collings — Minutes from the Board of Health Chelan -Douglas Health District
meeting held on August 18, 2014, and the Chelan -Douglas Public Health conditions of interest.
