Lori Barnett, Community Development Director — Review of the Agenda for the next Planning
Commission meeting held on Tuesday, September 2,2014
Community Development Director Lori Barnett noted the East Wenatchee Water District will give a
presentation regarding an update of their Water System Comprehension Plan. She has asked Finance
Director Nick Gerde to attend the meeting and do a presentation regarding the City Annual Financial
Plan. She discussed the possibility of new zoning Districts, establishing additional Commercial
properties, and working on the Commercial Matrix which will have a 60-day review within the next
month. She said there will be Public Hearings for this in December or January.

Projects for 2014

9t0 and 151e Street NE Project — This is essentially complete, one drainage repair will be completed, we
are waiting for a flashing School zone sign to be delivered for the comer of Baker and 15'b Street, and all
payments are anticipated to be paid in the next month.

' Councihnember Barnhart asked about a previous discussion regarding possible traffic control at 5 ° Street
and Eastmont Avenue. Greg said he tried to obtain additional funding to put some kind of signal there,
but it would have to be similar to the crossing located at Grant Road and Georgia. He said we have not
received any funding for that yet, and high pedestrian count is usually only during the School year. He
noted that he is still pursuing this.
MAYORS REPORT
Mayor Pro Tem Detering noted we will have a Transportation Benefit District (TIB) meeting on
September 9, 2014, prior to the City Council meeting at 6 p.m., so Council should arrive a half an hour
early to attend.
Mayor Pro Tem Detering gave a review regarding his trip to Misawa, he said it went extremely well, it
was one of the best we have had regarding lack of problems, 11 adults and 5 students went, they spent
two days touring Tokyo and Kamakum before they went to Misawa, the weather was hot and humid with
a little rain but decent. He said Misawa will be sending a Delegation of 22 members here for the Wings
& Wheels Event. The Sister City Association is in the process of finalizing the schedule, and they are
still looking for host families for students.

motion.
Council Action: A motion was made by Councilmember McCourt, second by Councilmember Barnhart,
to approve the Consent Calendar as amended. The motion carried, 5-0.

2. Consideration of Payables
i. 2014 Payables — As of this date, August 26, 2014, Council does approve
check numbers 41733 through 41734, and 41757 through 41806 in the
total amount of $72,200.72. Checks 41686, 41688, 41694, 41728,
41676, 41679, and 41727 were voided.
14-08-04 Consultant Agreement with RH2 Engineering, Inc. for the Design of the Valley Mall
Parkway Preservation Project

Council Action: A motion was made by Councilmember Barnhart, second by
Councilmember Raab, to authorize the Mayor to execute a Contract with RH2
Engineering Inc. not to exceed $107,825 for the design of the Valley Mall Parkway
Preservation Project. The motion carried, 5-0.
